【摘要】:隨著我國住房保障體系的逐步完善,廉租房經(jīng)濟(jì)適用房建設(shè)和棚戶區(qū)改造力度的逐步加大,城市低收入群體的住房狀況得到較大的改善。但是,存在著大量不滿足廉租房、經(jīng)濟(jì)適用房申請條件,又無力購買商品房的群體,外來務(wù)工人員和剛畢業(yè)的大學(xué)生,他們的住房狀況急需改善,公租房的出現(xiàn)滿足了這些群體的需求。公租房制度是對公共住房市場的有益探索,彌補(bǔ)了我國住房供應(yīng)體系和住房保障制度的不足。從2009年起,公租房作為一種新的保障方式越來越得劍政府的重視,地方政府也開始把公租房的建設(shè)擺在優(yōu)先突出位置,加大了籌資力度。 在公租房的建設(shè)和發(fā)展過程中,因其建設(shè)量大,建設(shè)周期長,資金回流慢,需要巨額的資金支持,F(xiàn)階段其融資主要靠財(cái)政撥款(專項(xiàng)基金、土地出讓部分收益、住房公積金的增值收益等)和銀行貸款,而這遠(yuǎn)遠(yuǎn)不能滿足公租房的資金需求。如何能夠充分利用社會(huì)上的閑置資金,形成一個(gè)政府主導(dǎo),市場運(yùn)作的公租房融資模式,實(shí)現(xiàn)公租房的融資模式多樣化、參與主體多元化,是本文研究的目標(biāo)。 本文首先介紹了研究背景、研究內(nèi)容和技術(shù)路線;闡述了公租房制度的內(nèi)容介紹及融資模式理論;深度分析當(dāng)前我國公租房的需求量及融資現(xiàn)狀;概括了我國公租房融資模式存在的問題;詳細(xì)列舉了財(cái)政撥款、銀行貸款用于公租房的建設(shè)情況,并且探討了公租房REITs融資模式和公租房BOT、PPP融資模式的運(yùn)作方式及存在的問題和建議;在以上分析的基礎(chǔ)上,倡導(dǎo)建立公租房投融資平臺(tái),在一個(gè)更高的層面上綜合運(yùn)用各類融資模式,根據(jù)不同單一融資模式的特點(diǎn),分長期、短期分階段參與公租房建設(shè),實(shí)現(xiàn)公租房融資的穩(wěn)定性和可持續(xù)性。從而促進(jìn)我國公租房的健康快速的發(fā)展,滿足城市中低收入群體基本住房需求,爭取早日實(shí)現(xiàn)我國制定的“住有所居”的目標(biāo)。
[Abstract]:With the gradual improvement of our housing security system, the low-rent housing comfortable housing construction and shantytown reconstruction gradually increased, the housing situation of low-income urban groups has been greatly improved. There are a large number of low-rent housing, comfortable housing application conditions, but also unable to buy commercial housing groups, migrant workers and newly graduated college students, their housing conditions need to be improved. The emergence of public rental housing to meet the needs of these groups. Public rental housing system is a beneficial exploration of the public housing market, to make up for the lack of housing supply system and housing security system. Since 2009. As a new way of ensuring public rental housing has been paid more and more attention by the government. Local governments have also begun to give priority to the construction of public rental housing and increased the financing. In the construction and development of public rental housing, because of its large amount of construction, long construction cycle, slow return of funds, the need for a huge amount of capital support. At this stage, its financing mainly depends on the financial allocation (special fund). Land transfer part of income, housing provident fund value-added income) and bank loans, and this is far from meeting the capital needs of public rental housing. How to make full use of idle funds in society, forming a government-led. The goal of this paper is to realize the diversification of public rental housing financing mode and the diversification of participants. This paper first introduces the research background, research content and technical route; The content of the public rental housing system and financing model theory; Deep analysis of the current public rental housing demand and financing status; The problems of financing mode of public rental housing in China are summarized. Detailed enumeration of the financial allocation, bank loans for the construction of public rental housing, and discussed the public rental REITs financing model and public rental BOT. The operating mode of PPP financing mode and the existing problems and suggestions; On the basis of the above analysis, we advocate the establishment of public rental housing investment and financing platform, in a higher level of comprehensive use of various financing models, according to the characteristics of different single financing model, divided into long-term. In order to realize the stability and sustainability of public rental housing financing, we can promote the healthy and rapid development of public rental housing and meet the basic housing needs of urban low and middle income groups. Strive for the early realization of our country's "housing" goal.
