【摘要】:當前國家高度關注的“三農(nóng)”問題是指城市與農(nóng)村發(fā)展不同步,結構不協(xié)調。隨著農(nóng)產(chǎn)品種類和產(chǎn)量的加大,農(nóng)村出現(xiàn)了供大于求,農(nóng)民收入低、貸款難的現(xiàn)象,為緩解此現(xiàn)象,江西省農(nóng)村信用社(農(nóng)商銀行)提出了“支農(nóng)支小”的貸款項目,該項目主要服務對象是農(nóng)戶和小微企業(yè),以其信用為據(jù)進行信貸發(fā)放!爸мr(nóng)支小”貸款作為一項重大政策,不僅能增強信貸支農(nóng)功能,也能解決農(nóng)戶貸款難的困境。但是“支農(nóng)支小”貸款在快速發(fā)展的過程中也存在一些問題。首先,農(nóng)商行所面對的貸款客戶主要是比較落后的農(nóng)民、農(nóng)戶,貸款對象的不成熟造成貸款風險高且貸后管理較難;其次,農(nóng)商行本身存在著政策包袱過重、體制不健全、內部管理較差等問題,在“支農(nóng)支小”貸款的發(fā)放和運行中存在著許多理論和實踐上的不足。本文主要意義在于通過實際案例以新建農(nóng)商行“支農(nóng)支小”貸款管理中存在的問題進行研究,總結出“支農(nóng)支小”貸款管理優(yōu)化的措施,從而使農(nóng)村信用社能更好地進步,促進農(nóng)村金融的科學發(fā)展。針對上述目的,本文主要從農(nóng)商行“支農(nóng)支小”貸款管理和發(fā)放現(xiàn)狀等方面來研究,以新建農(nóng)商行為例,對新建農(nóng)商行“支農(nóng)支小”貸款的總體發(fā)展情況進行介紹,包括區(qū)域經(jīng)濟狀況與行業(yè)競爭分析、農(nóng)戶和小微企業(yè)對“支農(nóng)支小”貸款的需求情況等。主要運用數(shù)據(jù)統(tǒng)計分析法介紹新建農(nóng)商行“支農(nóng)支小”貸款發(fā)放規(guī)模及市場占比,農(nóng)商行企業(yè)經(jīng)營思想、貸款服務對象、貸款機制、金融產(chǎn)品等方面介紹新建農(nóng)商行“支農(nóng)支小”貸款管理情況,并且結合國內外銀行貸款發(fā)放和管理方面的經(jīng)驗,通過前面章節(jié)的理論研究及統(tǒng)計分析,對管理各個方面深入研究,從而提出好的管理對策。
[Abstract]:At present, the problem of "agriculture, countryside and farmers", which is highly concerned by the country, is that the development of city and countryside is out of step and the structure is not in harmony. With the increase of agricultural products and output, the supply in rural areas exceeds the demand, and the farmers' income is low. In order to alleviate this phenomenon, Jiangxi Rural Credit Cooperatives (RCCs) put forward the loan project of "supporting Agriculture and supporting small branches", which mainly serves farmers and small and micro enterprises. As an important policy, the loan can not only strengthen the function of supporting agriculture, but also strengthen the function of supporting agriculture. But there are some problems in the process of the rapid development of the loan. First of all, the loan customers are mainly backward farmers, farmers. The immaturity of the loan object leads to the high risk of the loan and the difficulty of the management after the loan; Secondly, there are some problems such as excessive policy burden, imperfect system, poor internal management and so on. There are many theoretical and practical deficiencies in the issuance and operation of the loan. The main significance of this paper is to build a new agricultural and commercial bank "supporting agriculture branch small" through practical cases. The problems in loan management are studied. This paper summarizes the measures to optimize the loan management of "supporting agriculture and supporting small" loans, so that rural credit cooperatives can make better progress and promote the scientific development of rural finance. This article mainly from the agricultural commercial bank "support agriculture branch" loan management and the present situation and so on aspect studies, takes the new agriculture commercial bank as an example, carries on the introduction to the new agriculture commercial bank "support the agriculture branch" the loan overall development situation. Including the regional economic situation and industry competition analysis. The paper mainly introduces the scale and market proportion of the new agricultural bank's "supporting agriculture branch small" loan and the management thought of the agricultural and commercial bank by using the statistical analysis method of data on the demand of farmers and small enterprises to the loan of "supporting agriculture branch". Loan service object, loan mechanism, financial products and other aspects of the new agricultural bank "support agricultural support small" loan management situation, and combined with the domestic and foreign bank loan issuance and management experience. Through the theoretical research and statistical analysis of the previous chapters, this paper makes a thorough study of all aspects of management and puts forward good management countermeasures.
