【摘要】:近年來(lái),隨著我國(guó)對(duì)外開放進(jìn)一步加深,,我國(guó)的金融企業(yè)進(jìn)入了高速發(fā)展的輝煌時(shí)期,銀行業(yè)利潤(rùn)收入近幾年一直排在各行業(yè)領(lǐng)先地位,特別是以城市商業(yè)銀行為代表的中小銀行發(fā)展更為迅速。作為大型國(guó)有商業(yè)銀行及股份制銀行提供金融服務(wù)的有力補(bǔ)充,中小銀行能夠彌補(bǔ)大型商業(yè)銀行機(jī)構(gòu)布局不足,服務(wù)對(duì)象單一的劣勢(shì),它們以其“立足當(dāng)?shù)、服?wù)中小、扶持三農(nóng)”的特點(diǎn),為國(guó)家宏觀經(jīng)濟(jì)政策及民生政策的落實(shí)起到了不可或缺的作用。 本文重點(diǎn)研究了以H銀行為代表的中小銀行在快速發(fā)展過程遇到的操作風(fēng)險(xiǎn)管控難點(diǎn),結(jié)合了H銀行近幾年發(fā)生的風(fēng)險(xiǎn)事件案例,指出了內(nèi)控制度建設(shè)、監(jiān)督評(píng)估機(jī)制、業(yè)務(wù)流程管理及人員培訓(xùn)等方面對(duì)操作風(fēng)險(xiǎn)的影響,運(yùn)用國(guó)內(nèi)外先進(jìn)的操作風(fēng)險(xiǎn)管理理論,提出了運(yùn)用一個(gè)內(nèi)部層次和三個(gè)外部層次建立操作風(fēng)險(xiǎn)管控體系架構(gòu)的思路,并對(duì)H銀行操作風(fēng)險(xiǎn)管控工作提出合理化建議。文章采用理論與實(shí)踐相結(jié)合的寫作方法,通過對(duì)國(guó)內(nèi)外操作風(fēng)險(xiǎn)管控理論的對(duì)比分析,找出適合H銀行操作風(fēng)險(xiǎn)管理的方式、方法,希望通過對(duì)以H銀行為代表的中小銀行進(jìn)行深入分析,探尋出適合我國(guó)中小銀行自身特點(diǎn)的操作風(fēng)險(xiǎn)管控有效手段。
[Abstract]:In recent years, with the deepening of China's opening to the outside world, China's financial enterprises have entered a brilliant period of rapid development, banking profit income in recent years has been ranked in the leading position in various industries. Especially the small and medium-sized banks, represented by the city commercial banks, are developing more rapidly. As a powerful supplement to the large state-owned commercial banks and joint-stock banks to provide financial services. Small and medium-sized banks can make up for the shortage of large commercial bank organization layout and the single disadvantage of service object. They have the characteristics of "based on local, small service, supporting agriculture, countryside and farmers". For the implementation of national macroeconomic policy and people's livelihood policy has played an indispensable role. This paper focuses on the small and medium-sized banks represented by H bank in the rapid development process of operational risk management difficulties, combined with H bank in recent years of risk events, pointed out the construction of internal control system. Supervision and evaluation mechanism, business process management and personnel training and other aspects of operational risk impact, the use of domestic and foreign advanced operational risk management theory. Put forward the idea of using one internal level and three external levels to establish the operational risk management system architecture. And put forward reasonable suggestions to H bank operation risk control work. This article adopts the writing method of combining theory and practice, through the comparative analysis of the domestic and foreign operational risk control theory. To find out suitable for H bank operational risk management methods, hope through the H bank as the representative of the small and medium-sized banks in-depth analysis. To find out suitable for our own characteristics of small and medium-sized banks operational risk control effective means.
