電力體制改革背景下電網(wǎng)規(guī)劃與投資優(yōu)化決策方法研究
[Abstract]:Several opinions on further deepening the reform of the electric power system (Zhongfa [2015] No. 9) put forward the reform policy of "three liberalisation, one independence and three strengthening". And redefined the functions of the future grid company: the power grid company in the future mainly engaged in power transmission and distribution, grid investment operation, responsible for the security of the power system, in accordance with national regulations to fulfill the universal service obligations of electricity, To ensure fair and open power grid without discrimination. At the same time, the document set out the reform direction of "keep in the middle and open the two ends." Not only is the power plant completely separated from the power grid, but the incremental distribution network business on the sale side will also be liberalized in the future, allowing new power sellers to enter the power sale side. On the basis of the existing power generation enterprises and power grid enterprises, they will set up diversified power sale companies. Exciting sales of the electricity side of the market vitality. The new round of electricity reform will make the power grid enterprises face a more open market environment and bring new opportunities and challenges to the future power network planning and grid investment. Electric energy is an important pillar of the development of our country under the new normal state of economy. Power grid plays an important role in the supply and transmission of electric energy. Planning and investment are not only related to the steady development of current economy and society, but also related to the major problems in politics and so on. With the continuous development of the power system reform, the external environment faced by power grid companies will be more complicated. In order to understand the construction and operation status of the power grid before the implementation of the power network planning work, and to strengthen the stock assets of the power grid, With the lean management level of incremental assets, it is urgent to analyze the new influencing factors of power network planning and investment under this background, and to put forward the optimization method of power network planning and investment decision adapting to the new round of electricity reform. Relevant research can help power grid enterprises to improve the precision of planning in the new market-oriented environment, further improve the investment efficiency of the project, so as to achieve the sustainable development of the enterprise itself and the harmonious progress of the economy and society. This paper firstly combs the current situation of electric power system reform in China from many aspects, and analyzes the trend of power market reform in our country; secondly, combining with the new situation, it studies the influence of power system reform on power network planning and investment respectively. Finally, three aspects of the new situation of power network planning and investment optimization decision-making methods are studied. The feedback relationship between power network planning and investment is analyzed macroscopically by using system dynamics software, and then the economic evaluation method of power network planning is optimized by combining the influence factors. According to the actual situation of distribution network planning and investment in our country, the project is put into storage. The method of outputting is optimized, a set of scientific project evaluation index system is set up, and the optimization method of power network investment decision is put forward to realize the optimal selection of the planning project, which adapts to the new round of electric power system reform. It provides decision support for the sustainable development of power grid enterprises and illustrates the reasonableness of the proposed investment optimization decision method with practical examples.
