新形勢下住宅小區(qū)電力配套建設(shè)管理研究

【摘要】:電力配套作為住宅小區(qū)的基礎(chǔ)性配套具有十分關(guān)鍵的作用,安全、可靠、智能的用電已逐漸成為影響住宅小區(qū)居民生活質(zhì)量的重要因素。當前,國內(nèi)住宅小區(qū)電力配套建設(shè)管理主流采用“開發(fā)公司投資建設(shè)后無償移交供電公司管理”的模式,由于該模式受投資主體與使用主體、運維主體、受委主體、監(jiān)督主體不一致等因素的影響,作為投資主體的房地產(chǎn)開發(fā)公司往往追求利潤最大化而節(jié)省住宅小區(qū)電力配套建設(shè)的投資,從而造成住宅小區(qū)電力配套設(shè)施出現(xiàn)產(chǎn)權(quán)歸屬不一、建設(shè)質(zhì)量低下、維護難度大、風(fēng)險隱患多等問題。本文首先概述了住宅小區(qū)電力配套的內(nèi)涵及其特征,對相關(guān)理論綜述進行了總結(jié),指出了本文需要研究的問題;接著閘述了當前國內(nèi)外住宅小區(qū)電力配套建設(shè)管理的歷程及其特點,準確分析了紹興住宅小區(qū)電力配套建設(shè)管理的現(xiàn)狀與不足,全面收集了低端、中端、高端三類住宅項目對電力配套需求的差異性。從低端、中端、高端三類住宅項目的用電需求差異性入手,對影響當前紹興住宅小區(qū)電力配套需求的20個影響因素進行深入調(diào)研分析。在采用層級分析法確立各影響因素權(quán)重的基礎(chǔ)上,應(yīng)用模糊數(shù)學(xué)法構(gòu)建起層次鮮明、系統(tǒng)實用的住宅小區(qū)電力配套建設(shè)管理指標評價體系,并得出了當前紹興住宅小區(qū)電力配套建設(shè)管理的主、次要影響因素。最后,本文基于應(yīng)用評價分析結(jié)果,結(jié)合電改新形勢、電力新技術(shù)、用電新趨勢以及紹興地區(qū)的實際,就紹興住宅小區(qū)電力配套建設(shè)管理中涉及的投資建設(shè)模式、設(shè)計技術(shù)優(yōu)化、智能用電建設(shè)等方面提出了對策建議,對各地優(yōu)化電力配套建設(shè)管理機制來調(diào)動各利益主體積極性方面具體指導(dǎo)、參考意義。
[Abstract]:As the basic supporting of residential district, electric power system plays a very important role. The safe, reliable and intelligent power consumption has gradually become an important factor affecting the residents' quality of life in residential district. At present, the mainstream of domestic residential district electric power supporting construction management adopts the mode of "transfer the management of power supply company free of charge after the investment and construction of the development company". Under the influence of the inconsistency of the supervising body, the real estate development company, as the main investment body, often pursues the profit maximization and saves the investment in the electric power supporting construction of the residential district, which results in the different ownership of the property right of the electric power supporting facilities in the residential district. The construction quality is low, the maintenance difficulty is big, the risk hidden danger and so on question. Firstly, this paper summarizes the connotation and characteristics of electric power system in residential area, summarizes the related theories, and points out the problems that need to be studied in this paper. Then, the paper describes the history and characteristics of electric power supporting construction management in domestic and foreign residential areas, analyzes accurately the present situation and shortcomings of Shaoxing residential district electric power supporting construction management, and collects the low end and middle end of Shaoxing residential district. High-end three kinds of residential projects to the difference of power matching demand. Based on the difference of electricity demand among three kinds of residential projects, the paper makes a thorough investigation and analysis on the 20 factors that affect the power demand of Shaoxing residential district. On the basis of establishing the weight of each influence factor by using the analytic hierarchy process (AHP) and applying the fuzzy mathematics method, this paper constructs a systematic and practical evaluation system for the management index of the electric power supporting construction in the residential district. The main and secondary factors of power supporting construction management in Shaoxing residential district are obtained. Finally, based on the results of application evaluation and analysis, combined with the new situation of electricity reform, new technology of electric power, new trend of electricity use and the reality of Shaoxing area, this paper discusses the investment and construction mode involved in the management of power supporting construction in Shaoxing residential district. Some suggestions are put forward in the aspects of optimization of design technology and intelligent power use construction. It is of great significance to optimize the management mechanism of electric power supporting construction to arouse the enthusiasm of all stakeholders.
