【摘要】：隨著我國(guó)國(guó)家安全重要性的日益提升,加強(qiáng)軍工行業(yè)的軍民融合式發(fā)展,成為新時(shí)期經(jīng)濟(jì)社會(huì)發(fā)展的必然選擇和軍工行業(yè)自身發(fā)展的必由之路;既有助于推動(dòng)供給側(cè)結(jié)構(gòu)性改革,又有助于推動(dòng)軍工行業(yè)自身發(fā)展方式的轉(zhuǎn)型。在此背景下,推進(jìn)軍民資源開(kāi)放共享,落實(shí)軍民融合發(fā)展戰(zhàn)略,對(duì)于軍工行業(yè)的發(fā)展,既是重大的政治任務(wù),也是重要的發(fā)展機(jī)遇。必須按照習(xí)近平總書(shū)記的要求,"要堅(jiān)持用改革的辦法、創(chuàng)新的思路,突破制約融合的體制性障礙、結(jié)構(gòu)性矛盾、政策性問(wèn)題,加快理論、科技、管理、實(shí)踐等方面創(chuàng)新"。在創(chuàng)造融合環(huán)境方面,加強(qiáng)發(fā)展理念、制度設(shè)計(jì)和運(yùn)行機(jī)制的建設(shè),著力破解"不愿融"的問(wèn)題;在提升創(chuàng)新能力方面,構(gòu)建"需求牽引、資源共享"的軍民融合創(chuàng)新體系,著力破解"無(wú)力融"的問(wèn)題;在軍民雙向互動(dòng)方面,推進(jìn)科研生產(chǎn)體系"軍轉(zhuǎn)民""民參軍"的同步對(duì)接與轉(zhuǎn)化,著力破解"融不好"的問(wèn)題。
[Abstract]:With the increasing importance of China's national security, strengthening the military-civilian integration of the military industry has become the inevitable choice of economic and social development in the new period and the only way for the military industry to develop itself. It helps to promote both supply-side structural reform and the transformation of the military industry's own development mode. In this context, promoting the open sharing of civil-military resources and implementing the development strategy of civil-military integration is not only an important political task but also an important development opportunity for the development of the military industry. According to General Secretary Xi Jinping's request, "we must persist in the reform method, innovate the train of thought, break through the institutional obstacles, structural contradictions, policy problems that restrict integration, accelerate innovation in theory, science and technology, management, and practice." In the aspect of creating fusion environment, we should strengthen the concept of development, the design of system and the construction of operation mechanism, and try to solve the problem of "unwilling to melt". In the aspect of improving innovation ability, we should construct the innovation system of "demand traction, resource sharing", and try to solve the problem of "powerlessness". In the aspect of the two-way interaction between the military and the people, we should push forward the simultaneous docking and transformation of the scientific research and production system "military conversion" and "civilian enlistment", and try to solve the problem of "bad integration".
