【摘要】："再工業(yè)化"是奧巴馬政府上臺以來經(jīng)濟重建的重要內(nèi)容,是金融危機后美國政府經(jīng)濟政策發(fā)生重大轉(zhuǎn)變和重要轉(zhuǎn)向的標志。長期"去工業(yè)化"導致美國經(jīng)濟上的過度虛擬化、社會上的貧富分化對立、政治上的兩極化和意識形態(tài)上的"美國夢"危機,對美國國家實力造成了系統(tǒng)性的損害,給美國國家安全帶來了全局性、結(jié)構(gòu)性的挑戰(zhàn),威脅到美國在世界上的"領(lǐng)導地位",迫使美國政府不得不從國家安全的高度來看待和處理制造業(yè)問題,這是奧巴馬政府推動"再工業(yè)化"戰(zhàn)略的深層次原因。"再工業(yè)化"遠不止是一項經(jīng)濟戰(zhàn)略,同時還是一項安全戰(zhàn)略,是美國國家安全戰(zhàn)略調(diào)整的具體體現(xiàn),蘊含著對華戰(zhàn)略沖突的性質(zhì)和對華貿(mào)易保護主義增強的意味。"再工業(yè)化"也不僅僅是應(yīng)對金融危機的一種權(quán)宜之計,還是一次兼具長遠意義的戰(zhàn)略轉(zhuǎn)折。問題決定議程。盡管特朗普對"美國霸權(quán)邏輯"頗有微詞,也表現(xiàn)出很強的"反全球化"色彩,但特朗普上臺后并沒有改變奧巴馬的"再工業(yè)化"戰(zhàn)略取向,只是在策略上進行了一些調(diào)整。當然,這并不是說美國政府一定會實現(xiàn)美國的"再工業(yè)化"目標,是否去做與能否實現(xiàn)是兩回事。
[Abstract]:"Reindustrialization" is an important part of the economic reconstruction since the Obama administration came to power. It is also the symbol of the major change and the important turn of the American government's economic policy after the financial crisis. Long-term "deindustrialization" has led to excessive virtualization of the US economy, social polarization between the rich and the poor, political polarization and the ideological crisis of the "American Dream", which has caused systematic damage to the strength of the United States. It has brought about overall and structural challenges to US national security, threatened the "leadership" of the United States in the world, and forced the US government to look at and deal with manufacturing issues from the perspective of national security. That's why the Obama administration is pushing for a strategy of re-industrialization. " "Reindustrialization is not only an economic strategy, but also a security strategy. It is a concrete embodiment of the adjustment of the national security strategy of the United States, and contains the nature of the strategic conflict with China and the enhancement of trade protectionism against China." Re-industrialization is not only a temporary measure to deal with the financial crisis, but also a long-term strategic turning point. The question decided on the agenda. Despite Trump's disapproval of the "logic of American hegemony" and his strong "anti-globalization" tone, Trump has not changed Obama's "re-industrialization" strategy since he came to power, but has made some adjustments in his strategy. Of course, this is not to say that the United States government will certainly achieve the goal of "re-industrialization", whether to do and whether to achieve is a different matter.
