從逆向工程到正向設(shè)計(jì)——中國(guó)高鐵對(duì)裝備制造業(yè)技術(shù)追趕與自主創(chuàng)新的啟示

【摘要】:本文整合技術(shù)追趕的傳統(tǒng)理論觀點(diǎn),構(gòu)造出基于技術(shù)學(xué)習(xí)的后發(fā)國(guó)家產(chǎn)業(yè)技術(shù)追趕分析框架,并運(yùn)用這一框架分析來(lái)自中國(guó)高鐵裝備產(chǎn)業(yè)的第一手調(diào)研數(shù)據(jù)。結(jié)果表明,該產(chǎn)業(yè)能夠在后發(fā)情境下快速發(fā)展出正向設(shè)計(jì)能力,得益于四個(gè)主要因素,即強(qiáng)調(diào)工程化和商業(yè)化的技術(shù)能力建設(shè)思路,傳承有序的人力資源積累和協(xié)調(diào)有效的長(zhǎng)期合作機(jī)制,持續(xù)完善、高效運(yùn)轉(zhuǎn)的行業(yè)試驗(yàn)體系,以及密集試驗(yàn)、批量應(yīng)用中發(fā)現(xiàn)問(wèn)題與解決問(wèn)題的高強(qiáng)度學(xué)習(xí)機(jī)制。本文進(jìn)一步討論了高鐵裝備產(chǎn)業(yè)對(duì)中國(guó)裝備制造業(yè)發(fā)展正向設(shè)計(jì)能力、加快技術(shù)追趕速度的借鑒意義,據(jù)此提出了相關(guān)政策啟示。
[Abstract]:Based on the traditional theory of technological catch-up, this paper constructs an analytical framework of technological catch-up in latecomer countries based on technology learning, and uses this framework to analyze the first-hand investigation data from China's high-speed rail equipment industry. The results show that the industry can rapidly develop forward design capabilities in the context of late development, thanks to four main factors, namely, the idea of technical capacity building, which emphasizes engineering and commercialization. Inheritance and orderly accumulation of human resources and coordination of effective long-term cooperation mechanism, continuous improvement, efficient operation of the industry test system, and intensive testing, batch application of problem-finding and problem-solving high-intensity learning mechanism. This paper further discusses the reference significance of high-speed railway equipment industry to the development of China's equipment manufacturing industry and speeds up the speed of technological catch-up, and puts forward some relevant policy implications.
