【摘要】：隨著西部地區(qū)經(jīng)濟(jì)持續(xù)快速增長,能源消費總量不斷攀升,提高能源效率是破解當(dāng)前嚴(yán)峻能源形勢的有效手段。研究西部地區(qū)能源效率問題,需要圍繞以下三方面內(nèi)容展開:西部地區(qū)能源消費現(xiàn)狀如何,能源效率處于什么水平,影響能源效率的因素有哪些?針對上述存在問題,本文在馬克思主義效率價值觀、能源與生產(chǎn)發(fā)展等理論基礎(chǔ)上,對“效率”進(jìn)行嚴(yán)格界定,利用非參數(shù)DEA方法構(gòu)建全要素框架下的能源效率模型,對西部地區(qū)的能源效率水平進(jìn)行評價。借助計量模型,對區(qū)域間能源效率水平、省際間能源效率收斂性、能源效率影響因素進(jìn)行分析,以尋求西部地區(qū)能源效率的提升路徑,為當(dāng)前我國節(jié)能減排措施提供相關(guān)建議。本文研究發(fā)現(xiàn),我國西部地區(qū)區(qū)域內(nèi)的能源效率存在顯著差距,但省際間的能源效率隨著時間推移有趨同趨勢,存在收斂性。為了進(jìn)一步挖掘能源效率提高的潛力,在本文進(jìn)一步研究中發(fā)現(xiàn):經(jīng)濟(jì)發(fā)展水平、政府干預(yù)、能源結(jié)構(gòu)對能源效率產(chǎn)生負(fù)效應(yīng);資本深化、技術(shù)進(jìn)步對能源效率有顯著正向影響;對外開放對能源效率的影響機(jī)制較為復(fù)雜,這與地區(qū)自身的技術(shù)水平、人力資本、產(chǎn)業(yè)鏈有關(guān)。最后,本文在分析西部地區(qū)能源效率存在問題的基礎(chǔ)上,提出了有利于提升我國西部地區(qū)能源效率的相關(guān)建議,即轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,提高能源集約化利用;完善要素市場,實現(xiàn)資源優(yōu)化配置;發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),優(yōu)化產(chǎn)業(yè)結(jié)構(gòu);加強(qiáng)研發(fā)投入和人力資本培養(yǎng),為節(jié)能提供有力保障。
[Abstract]:With the sustained and rapid economic growth in the western region, the total amount of energy consumption continues to rise. Improving energy efficiency is an effective means to solve the severe energy situation at present. To study the energy efficiency in the western region, we should focus on the following three aspects: what is the current situation of energy consumption in the western region, what is the level of the energy efficiency, and what are the factors that affect the energy efficiency? In view of the above problems, based on the Marxist theory of efficiency values, energy and production development, this paper strictly defines "efficiency", and constructs the energy efficiency model under the framework of all-factor by using non-parametric DEA method. The energy efficiency level in the western region is evaluated. With the help of econometric model, this paper analyzes the energy efficiency level among regions, the convergence of inter-provincial energy efficiency, and the factors affecting energy efficiency, in order to find the way to improve energy efficiency in the western region, and to provide relevant suggestions for the current energy saving and emission reduction measures in China. In this paper, it is found that there is a significant gap in energy efficiency in the western region of China, but the energy efficiency between provinces tends to converge and converge with time. In order to further tap the potential of energy efficiency improvement, in this paper, we find that the level of economic development, government intervention, energy structure has a negative effect on energy efficiency, capital deepening, The influence mechanism of opening to the outside world on energy efficiency is complicated, which is related to the technical level, human capital and industry chain of the region itself. Finally, on the basis of analyzing the existing problems of energy efficiency in the western region, this paper puts forward some suggestions that are helpful to improve the energy efficiency in the western region of China, that is, to change the mode of economic development, to improve the intensive utilization of energy, and to perfect the factor market. To realize the optimal allocation of resources; to develop strategic emerging industries and optimize the industrial structure; to strengthen R & D investment and human capital training; to provide a strong guarantee for energy conservation.
