【摘要】：軍民融合已上升為全局性國家戰(zhàn)略,是今后一個時期促進我國經(jīng)濟建設(shè)和國防建設(shè)協(xié)調(diào)發(fā)展的指導方針。國防科技工業(yè)是軍民融合的天然載體和重要領(lǐng)域,國防科技工業(yè)軍民融合是軍民融合深度發(fā)展的重要標志。軍工科研院所是國防科技工業(yè)領(lǐng)域中重要的主體,是進行科學研究和技術(shù)開發(fā)的主要力量,催生了眾多技術(shù)含量高、應(yīng)用潛力大的國防科技成果。促進軍工科研院所國防科技成果轉(zhuǎn)化能釋放國防科技資源存量的潛力,實現(xiàn)投入產(chǎn)出的倍增效應(yīng)。本文以軍工科研院所國防科技成果轉(zhuǎn)民用問題為研究對象。首先,梳理了國防科技成果轉(zhuǎn)民用的現(xiàn)有研究成果,以期對本文的研究有借鑒意義,并對我國軍工科研院所的發(fā)展歷程和特征、促進國防科技成果轉(zhuǎn)民用的必要性和特性進行了概述和分析;其次,對軍工科研院所國防科技成果轉(zhuǎn)民用的現(xiàn)狀、存在的問題和問題的原因進行了研究;再次,選取了國外典型國家和國內(nèi)典型院所,總結(jié)了其促進國防科技成果轉(zhuǎn)民用的先進做法和典型模式;從次,在國內(nèi)外經(jīng)驗借鑒的基礎(chǔ)上,構(gòu)建了“院所+政府”、“院所+企業(yè)”、“院所+中介”、“院所自轉(zhuǎn)”四種轉(zhuǎn)民用模式,并對其進行了比較分析,構(gòu)建了模式選擇的評價指標體系;最后,從健全組織管理體系、建立工作運行體系、完善政策制度體系三個方面提出了對策建議。本文的研究有利于豐富軍民融合和科技成果轉(zhuǎn)化領(lǐng)域的理論研究成果,對于實踐也有一定的指導意義,但對于指標體系的完善和評價方法的選取還有待進一步研究。
[Abstract]:The integration of military and civil affairs has become the overall national strategy, which is the guiding principle to promote the coordinated development of China's economic construction and national defense construction in the coming period. National defense science and technology industry is the natural carrier and important field of military and civilian integration, and the military and civil integration of national defense science and technology industry is an important symbol of the deep development of military and civil integration. The research institutes of military industry are the main body in the field of national defense science and technology industry. They are the main forces of scientific research and technology development, and have given birth to many national defense science and technology achievements with high technology content and great application potential. Promoting the transformation of national defense scientific and technological achievements in military scientific research institutes can release the potential of national defense science and technology resources and realize the multiplier effect of input and output. This article takes the defense science and technology achievement of the military industry research institute as the research object. First of all, combing the existing research achievements of national defense science and technology to civilian use, with a view to the study of the significance of this paper, and the development process and characteristics of our military research institutes. The necessity and characteristics of promoting the conversion of national defense scientific and technological achievements to civilian use are summarized and analyzed. Secondly, the present situation, problems and causes of the conversion of military scientific and technological achievements to civilian use are studied. This paper selects the typical foreign countries and domestic typical institutions, summarizes the advanced practices and typical models of promoting the conversion of national defense scientific and technological achievements to civilian use, and constructs the "institute government" based on the experience at home and abroad. "Institute enterprise", "institute intermediary", "institute rotation" four kinds of conversion mode, and has carried on the comparative analysis to it, has constructed the appraisal index system of the pattern choice, finally, from consummates the organization management system, has carried on the comparative analysis, has constructed the appraisal index system, finally, from the sound organization management system, The author puts forward the countermeasures and suggestions in three aspects: establishing the working system and perfecting the policy system. The research in this paper is beneficial to enrich the theoretical research results in the field of military and civil integration and the transformation of scientific and technological achievements, and also has certain guiding significance for practice. However, the improvement of the index system and the selection of evaluation methods need to be further studied.
