【摘要】：增量配電投資業(yè)務(wù)放開作為新一輪電力體制改革的焦點(diǎn)和難點(diǎn),一直吸引著社會(huì)各界的關(guān)注。隨著全國(guó)106個(gè)試點(diǎn)項(xiàng)目的確定,增量配電投資業(yè)務(wù)放開從頂層設(shè)計(jì)進(jìn)入了實(shí)施操作階段。為促進(jìn)增量配電投資業(yè)務(wù)改革試點(diǎn)順利實(shí)施,在深度解讀政府相關(guān)政策的基礎(chǔ)上,深入研究增量配電投資業(yè)務(wù)放開的幾大關(guān)鍵問題,包括增量配電投資業(yè)務(wù)放開方式、定價(jià)機(jī)制、發(fā)電企業(yè)參與試點(diǎn)方式、招標(biāo)方式、配套保障機(jī)制等,并提出相關(guān)建議。研究成果可以為省內(nèi)增量配電投資業(yè)務(wù)改革試點(diǎn)方案和細(xì)則制定提供決策參考。
[Abstract]:As the focus and difficulty of the new round of electric power system reform, incremental distribution investment has been attracting the attention of all walks of life. With the confirmation of 106 pilot projects in China, incremental distribution investment business has been opened from top design to operational stage. In order to promote the successful implementation of the reform of incremental distribution investment business, on the basis of deeply interpreting the relevant government policies, several key issues of the opening up of incremental distribution investment business, including the opening mode of incremental distribution investment service, are studied in depth. Pricing mechanism, power generation enterprise participation pilot, bidding, supporting security mechanism, and put forward relevant suggestions. The research results can provide decision-making reference for the pilot scheme and detailed rules of incremental distribution investment business reform in the province.
