【摘要】：新一輪電力體制改革實(shí)施以來,電力市場(chǎng)建設(shè)步伐越來越快,電力直接交易規(guī)模也在快速增長(zhǎng)。在介紹2016年國(guó)家電網(wǎng)公司經(jīng)營(yíng)范圍內(nèi)電力直接交易開展情況基礎(chǔ)上,詳細(xì)介紹了北京電力交易中心組織的4個(gè)典型省間電力直接交易組織情況:銀東直流省間電力直接交易、浙江電力直接交易、錫林郭勒盟—山東特高壓交流電力直接交易、京津唐地區(qū)電力直接交易,然后分析了中國(guó)電力直接交易組織存在的問題,包括各方訴求復(fù)雜、交易規(guī)則不健全、省間壁壘嚴(yán)重、市場(chǎng)主體的市場(chǎng)意識(shí)不強(qiáng)等�；谏鲜鰡栴},提出了交易規(guī)則建設(shè)、打破省間壁壘、加強(qiáng)市場(chǎng)意識(shí)等方面的具體建議。
[Abstract]:Since the implementation of the new round of electric power system reform, the construction of electric power market is getting faster and faster, and the scale of direct electricity trading is also growing rapidly. On the basis of introducing the development of direct electricity trading in 2016 within the scope of operation of State Grid Corporation, the paper introduces in detail the situation of four typical inter-provincial electric power direct trading organizations organized by Beijing Electric Power Exchange Center: direct electric power trading between Yindong and DC provinces. Zhejiang Electric Power Direct Trading, Xilin Guolle-Shandong UHV AC Electric Power Direct transaction, Beijing-Tianjin-Tangshan area Electric Power Direct Trading, and then analyzed the problems existing in China Power Direct Trading Organization, including the complex demands of all parties. Trading rules are not perfect, interprovincial barriers are serious, and market consciousness is not strong. Based on the above problems, this paper puts forward some concrete suggestions on the construction of transaction rules, the breaking of interprovincial barriers and the strengthening of market consciousness.
