【摘要】：河北省在解決過(guò)剩產(chǎn)能的問(wèn)題上對(duì)于低端產(chǎn)業(yè)和企業(yè),應(yīng)依照日本經(jīng)濟(jì)學(xué)家小島清的對(duì)外投資理論,專注于將產(chǎn)能轉(zhuǎn)移到周邊經(jīng)濟(jì)發(fā)展較我國(guó)相對(duì)落后的國(guó)家中去;而對(duì)于高端產(chǎn)業(yè)和企業(yè),則應(yīng)該增加對(duì)較發(fā)達(dá)國(guó)家和地區(qū)的對(duì)外投資,以便更快獲得技術(shù),開辟市場(chǎng)。目前,河北省主要是運(yùn)用行政手段強(qiáng)制企業(yè)退出與進(jìn)入來(lái)解決產(chǎn)能過(guò)剩問(wèn)題,而未來(lái)則應(yīng)該更多地依靠市場(chǎng)來(lái)化解過(guò)剩產(chǎn)能。同時(shí),應(yīng)注意杜絕惡性競(jìng)爭(zhēng),完善企業(yè)退出機(jī)制。
[Abstract]:In order to solve the problem of excess capacity in Hebei Province, the low-end industries and enterprises should focus on transferring the production capacity to the countries whose economic development is relatively backward than our country according to the foreign investment theory of Japanese economist Kojima. For high-end industries and enterprises, it is necessary to increase outward investment in more developed countries and regions in order to gain faster access to technology and open up markets. At present, Hebei Province mainly uses administrative means to force enterprises to withdraw and enter to solve the problem of overcapacity, but in the future, it should rely more on the market to resolve excess capacity. At the same time, we should put an end to vicious competition and perfect the withdrawal mechanism of enterprises.
