【摘要】：自2013年9月開始,國(guó)務(wù)院印發(fā)《大氣污染防治行動(dòng)計(jì)劃》,到2016年3月,國(guó)家能源局下發(fā)《關(guān)于建立可再生能源開發(fā)利用目標(biāo)引導(dǎo)制度的指導(dǎo)意見》,都為大力發(fā)展新能源產(chǎn)業(yè)加足了動(dòng)力。隨著風(fēng)電公司的規(guī)模和裝機(jī)的不斷壯大,風(fēng)機(jī)備件管理問題一直是一個(gè)難題。許多風(fēng)力發(fā)電企業(yè)在風(fēng)機(jī)備件管理過程中經(jīng)常出現(xiàn)因風(fēng)機(jī)備件缺件而損失發(fā)電量和高備件庫(kù)存成本支出的兩難情況。做好風(fēng)機(jī)的備件管理,在備件種類和數(shù)量上保障充足供應(yīng)又不擠占過多公司現(xiàn)金流,在質(zhì)量和技術(shù)上保證風(fēng)力發(fā)電機(jī)組的可靠運(yùn)行,是風(fēng)力發(fā)電企業(yè)備件管理和設(shè)備管理部門一直想共同完成的重要目標(biāo),也是風(fēng)力發(fā)電機(jī)組保持高可利用率、創(chuàng)造利潤(rùn)的充分條件。本論文對(duì)備件的產(chǎn)生、備件的分類和備件的管理特點(diǎn)等方面進(jìn)行基礎(chǔ)研究,對(duì)國(guó)內(nèi)外先進(jìn)的需求計(jì)劃管理、備件采購(gòu)管理和備件庫(kù)存管理等管理模式的分析,結(jié)合像錫盟公司這樣的風(fēng)力發(fā)電企業(yè),對(duì)風(fēng)機(jī)備件管理提供了可能的解決辦法,并提醒管理者要認(rèn)清先進(jìn)的管理理念和方法與風(fēng)電企業(yè)的實(shí)際存在一定的差距。通過對(duì)公司備件管理部門及其他相關(guān)部門的備件管理進(jìn)行全面的調(diào)查研究,運(yùn)用魚刺圖分析方法診斷錫盟公司備件管理工作中存在的問題,分析產(chǎn)生問題的原因;提出通過充分運(yùn)用集團(tuán)電子商務(wù)系統(tǒng)、對(duì)ABC分類法改造、對(duì)安全庫(kù)存儲(chǔ)備定額再設(shè)計(jì)、對(duì)風(fēng)機(jī)備件庫(kù)房改造和加強(qiáng)管理人員溝通培訓(xùn)等手段對(duì)錫盟公司的備件管理工作進(jìn)行改進(jìn),經(jīng)過改造和運(yùn)用,證明提出的解決措施和方案是可行的。但是錫盟公司的備件管理工作還屬于初級(jí)階段,需要進(jìn)一步改進(jìn)和完善,同時(shí)受到人員因素的限制,許多工作還需要大家共同努力。
[Abstract]:Since September 2013, the State Council has issued the Action Plan for the Prevention and Control of Air pollution, which will end in March 2016. The National Energy Bureau issued the guiding opinion on establishing the guiding system for the Development and Utilization of Renewable Energy, all of which added enough impetus to the development of new energy industry. With the development of wind power company, the management of fan spare parts is always a difficult problem. In the process of management of fan spare parts, many wind power enterprises often face the dilemma of loss of generating power and high cost of spare parts inventory due to the lack of spare parts of fan spare parts. Do a good job of spare parts management of fans, ensure adequate supply of spare parts and quantity without crowding out too many company cash flow, ensure reliable operation of wind turbines in quality and technology. It is an important goal that the spare parts management and equipment management departments of wind power generation enterprises have been trying to accomplish together, and it is also the sufficient condition for the wind turbine to maintain high utilization ratio and create profits. In this paper, the production of spare parts, the classification of spare parts and the management characteristics of spare parts are studied, and the advanced demand planning management, the purchasing management of spare parts and the management of spare parts inventory at home and abroad are analyzed. Combined with wind power generation enterprises such as Ximeng Company, this paper provides a possible solution to the management of fan spare parts, and reminds managers to recognize the gap between advanced management concepts and methods and the actual situation of wind power enterprises. Through the spare parts management department and other related departments of the company spare parts management of a comprehensive investigation and study, the use of fish thorn chart analysis method to diagnose the problems in the management of spare parts in Ximeng company, analyze the causes of the problems; It is put forward that by fully utilizing the group electronic commerce system, reforming the ABC classification method and redesigning the safe stock reserve quota, This paper improves the spare parts management work of Ximeng Company by means of reforming the fan spare parts storehouse and strengthening the communication training of the management personnel. The improvement and application prove that the proposed solution and scheme are feasible. However, the spare parts management of Ximeng Company is still at the initial stage, which needs further improvement and perfection, and is restricted by personnel factors.
