【摘要】：目前,企業(yè)進(jìn)行多標(biāo)準(zhǔn)管理體系的整合,已成為一種趨勢(shì)和必然,是國(guó)際管理的潮流,它已逐步發(fā)展為衡量現(xiàn)代企業(yè)綜合管理水平和可持續(xù)發(fā)展能力的重要標(biāo)志。如何建立一套既符合通用的國(guó)際標(biāo)準(zhǔn)和現(xiàn)行的國(guó)家標(biāo)準(zhǔn),又有助于企業(yè)提高自身實(shí)際管理水平的多標(biāo)準(zhǔn)整合型管理體系,是一項(xiàng)艱巨而有意義的任務(wù)。論文以S公司為例,通過(guò)如何將S公司已經(jīng)整合的“三合一”QEHS體系中的QMS質(zhì)量管理體系和EHS環(huán)境管理體系進(jìn)行2015版本最新標(biāo)準(zhǔn)的升級(jí),以及如何將IRIS軌道交通管理體系融合到QEHS管理體系中,最后形成QEHSIRIS“四合一”整合型管理體系的構(gòu)建過(guò)程進(jìn)行了研究。對(duì)體系構(gòu)建過(guò)程中極易出現(xiàn)的問(wèn)題點(diǎn)和疑難點(diǎn)進(jìn)行剖析,最后提出了一種具有創(chuàng)新管理思維的體系構(gòu)建的系統(tǒng)框架、基本思想和方法等。在多標(biāo)準(zhǔn)管理體系整合的構(gòu)建過(guò)程中,如何以企業(yè)經(jīng)營(yíng)戰(zhàn)略目標(biāo)為導(dǎo)向,并將其再次融合到企業(yè)的實(shí)際業(yè)務(wù)運(yùn)作之中,以實(shí)現(xiàn)業(yè)務(wù)流程的增值,是本文的最大亮點(diǎn)。2015版本標(biāo)準(zhǔn)的QMS、EHS的轉(zhuǎn)版、升級(jí)以及新建立的IRIS管理體系與QEHS管理體系的再次整合,在業(yè)界具有一定的突破性和創(chuàng)新性。
[Abstract]:At present, the integration of multi-standard management system has become a trend and inevitable trend of international management, and it has gradually developed into an important symbol to measure the comprehensive management level and sustainable development ability of modern enterprises. How to establish a set of multi-standard integrated management system, which not only conforms to the general international standards and current national standards, but also helps enterprises to improve their actual management level, is a difficult and meaningful task. Taking S Company as an example, how to upgrade the QMS quality management system and EHS environmental management system of S Company's "three-in-one" QEHS system, which has been integrated by S Company, in the 2015 version of the latest standard. And how to integrate the IRIS rail transit management system into the QEHS management system and finally form the QEHSIRIS "four in one" integrated management system construction process was studied. This paper analyzes the problems and difficulties in the process of system construction, and finally puts forward a system framework, basic ideas and methods of system construction with innovative management thinking. In the construction process of multi-standard management system integration, how to take the enterprise management strategy goal as the direction, and integrate it into the actual business operation of the enterprise again, in order to realize the value-added of the business process, Is the biggest highlight of this article. 2015 version of the standard QMS,EHS version, upgrade and the newly established IRIS management system and the re-integration of QEHS management system, in the industry has a certain breakthrough and innovation.
