北京東1000kV變電站項(xiàng)目質(zhì)量管理評(píng)價(jià)研究

【摘要】:電力行業(yè)作為國(guó)民經(jīng)濟(jì)的基礎(chǔ)產(chǎn)業(yè)在各項(xiàng)日常生產(chǎn)活動(dòng)中有著舉足輕重的作用,而電力工程的施工質(zhì)量直接影響其最終效用的發(fā)揮,直接決定整個(gè)電力系統(tǒng)是否安全穩(wěn)定的運(yùn)行。與其他工程不同的是輸變電工程具有許多其他工程所不具有的特點(diǎn),比如施工工藝特殊、生產(chǎn)環(huán)節(jié)繁瑣、參建單位較多、安全系數(shù)要求高等,這些特點(diǎn)說(shuō)明了質(zhì)量管理問(wèn)題在輸變電工程中具有舉足輕重的地位。因此,在輸變電工程的質(zhì)量管理的問(wèn)題上在考慮該工程質(zhì)量管理共性的同時(shí),還要結(jié)合該工程具體的特點(diǎn),質(zhì)量管理的要求以及當(dāng)時(shí)當(dāng)?shù)丨h(huán)境的約束等方面,采用科學(xué)高效的研究方法,并且借鑒國(guó)內(nèi)外先進(jìn)管理經(jīng)驗(yàn),進(jìn)行嚴(yán)格有序的質(zhì)量管理,提高工程質(zhì)量。本文首先是通過(guò)查找閱讀國(guó)內(nèi)外相關(guān)研究文獻(xiàn),在此基礎(chǔ)上對(duì)質(zhì)量管理方面的理論進(jìn)行了系統(tǒng)地研究和總結(jié),闡述了質(zhì)量管理的基礎(chǔ)理論、評(píng)價(jià)方法及其在工程項(xiàng)目中的具體應(yīng)用,并根據(jù)國(guó)內(nèi)外的研究情況分析了北京東1000kv變電站質(zhì)量管理方面的具體情況和存在的一些問(wèn)題。隨后本文將相關(guān)理論與實(shí)際情況相結(jié)合綜合分析了影響輸變電工程施工質(zhì)量的有關(guān)因素,建立了特高壓北京東1000kV變電站工程的質(zhì)量管理評(píng)價(jià)指標(biāo)體系,該指標(biāo)體系包括6個(gè)一級(jí)指標(biāo),15個(gè)二級(jí)指標(biāo),綜合考慮了該輸變電項(xiàng)目的設(shè)備配置情況,人員配備情況,物料供應(yīng)情況,法律法規(guī)等文件,工藝流程以及工程所處環(huán)境等因素,最后應(yīng)用模糊層次分析法對(duì)該項(xiàng)目進(jìn)行綜合評(píng)價(jià)研究。本文將項(xiàng)目質(zhì)量管理的理論與輸變電工程質(zhì)量管理實(shí)踐工作相結(jié)合進(jìn)行分析,并根據(jù)北京東1000kV變電站的評(píng)價(jià)結(jié)果有針對(duì)性的提出了存在的相關(guān)問(wèn)題以及解決措施。本文以北京東1000kV變電站工程質(zhì)量管理為例進(jìn)行的研究,最終是為了給電網(wǎng)工程建設(shè)相關(guān)單位提供相應(yīng)的借鑒,進(jìn)而達(dá)到提高電網(wǎng)工程建設(shè)的整體的質(zhì)量管理水平的目的。
[Abstract]:As the basic industry of the national economy, the electric power industry plays an important role in the daily production activities, and the construction quality of the electric power engineering has a direct impact on the exertion of its ultimate utility. Directly determine whether the whole power system is safe and stable operation. Different from other projects, power transmission and transformation projects have many characteristics that other projects do not have, such as special construction technology, cumbersome production links, more participating units, high safety factor, etc. These characteristics show that quality management plays an important role in power transmission and transformation projects. Therefore, on the issue of quality management of transmission and transformation projects, while considering the commonness of the quality management of the project, we should also consider the specific characteristics of the project, the requirements of quality management and the constraints of the local environment at that time. By adopting scientific and efficient research methods and drawing lessons from advanced management experience at home and abroad, strict and orderly quality management is carried out to improve engineering quality. First of all, this paper studies and summarizes the theory of quality management, and expounds the basic theory of quality management by looking up and reading the relevant research documents at home and abroad, on the basis of which the theory of quality management is systematically studied and summarized. The evaluation method and its application in engineering projects are discussed. According to the research situation at home and abroad, the concrete situation and problems in quality management of Beijing East 1000kv Substation are analyzed. Then, combining the relevant theory with the actual situation, this paper comprehensively analyzes the relevant factors that affect the construction quality of the transmission and transformation project, and establishes the quality management evaluation index system of the EHV East 1000kV Substation Project in Beijing. The index system consists of 6 first class indexes and 15 second class indexes. The factors such as equipment configuration, personnel allocation, material supply, laws and regulations, technological process and the environment of the project are taken into account in the comprehensive consideration of the equipment configuration of the transmission and transformation project, the situation of the material supply, the process flow and the environment in which the project is located. Finally, the fuzzy analytic hierarchy process is applied to the comprehensive evaluation of the project. In this paper, the theory of project quality management is combined with the practice of transmission and transformation engineering quality management, and according to the evaluation results of Beijing East 1000kV Substation, the related problems and solutions are put forward. This paper takes the project quality management of Beijing East 1000kV Substation as an example to provide corresponding reference for relevant units in power grid engineering construction, and then to improve the overall quality management level of power grid engineering construction.
