【摘要】:隨著我國(guó)社會(huì)經(jīng)濟(jì)的快速發(fā)展和環(huán)境問題的日益突出,傳統(tǒng)能源已經(jīng)無法完全滿足人類的電力需求和環(huán)境要求,因此以低碳發(fā)展為目標(biāo)的可再生能源利用已成為必然趨勢(shì)。其中,風(fēng)能作為發(fā)展技術(shù)相對(duì)成熟,應(yīng)用范圍相對(duì)廣泛的可再生能源得到了越來越多的重視。然而目前我國(guó)大規(guī)模棄風(fēng)限電現(xiàn)象的出現(xiàn),造成了風(fēng)能資源大量浪費(fèi),碳減排功能無法實(shí)現(xiàn)以及項(xiàng)目效益嚴(yán)重低下的問題,因此實(shí)現(xiàn)風(fēng)電項(xiàng)目的低碳發(fā)展成為上述問題解決的有效途徑之一。針對(duì)風(fēng)電項(xiàng)目的低碳發(fā)展,本文認(rèn)為風(fēng)電項(xiàng)目的投資決策作為項(xiàng)目開展的前提條件,對(duì)風(fēng)電項(xiàng)目建設(shè)的經(jīng)濟(jì)性、電網(wǎng)布局的穩(wěn)定性以及電源結(jié)構(gòu)的優(yōu)化都起著至關(guān)重要的作用。因此本文提出從低碳效益的角度進(jìn)行風(fēng)電項(xiàng)目的投資決策,有效控制風(fēng)電項(xiàng)目盲目開發(fā)的同時(shí)增加了風(fēng)電項(xiàng)目的經(jīng)濟(jì)效益,促進(jìn)了風(fēng)電項(xiàng)目的低碳發(fā)展。本文首先進(jìn)行了大量與低碳效益以及風(fēng)電項(xiàng)目決策現(xiàn)狀有關(guān)的文獻(xiàn)和資料研究,定義了低碳效益的內(nèi)涵,并基于SLEPT法分析了風(fēng)電項(xiàng)目的決策環(huán)境,為后文指標(biāo)體系及模型的構(gòu)建提供了理論支撐。接著本文分析了影響風(fēng)電項(xiàng)目投資決策一般因素并豐富了其低碳內(nèi)涵,同時(shí)挖掘了基于環(huán)境控制的新低碳影響因素,并在此基礎(chǔ)上從低碳環(huán)境、低碳政策、經(jīng)濟(jì)效益、低碳技術(shù)、自然條件和社會(huì)影響六個(gè)方面建立了低碳背景下風(fēng)電項(xiàng)目投資決策指標(biāo)體系。然后本文對(duì)基于三角直覺模糊集與改進(jìn)TODIM方法的決策模型的構(gòu)建步驟及處理過程進(jìn)行了詳細(xì)介紹。最后本文應(yīng)用了算例分析,對(duì)決策指標(biāo)體系和決策模型的實(shí)用性和有效性進(jìn)行了驗(yàn)證,決策結(jié)果證實(shí)了指標(biāo)體系和決策模型在促進(jìn)風(fēng)電項(xiàng)目低碳發(fā)展方面具有一定的應(yīng)用價(jià)值。傳統(tǒng)的風(fēng)電建設(shè)項(xiàng)目投資決策主要從經(jīng)濟(jì)可行性方面進(jìn)行考慮,具有一定的片面性,本文通過構(gòu)建基于低碳效益的風(fēng)電建設(shè)項(xiàng)目投資決策體系和模型,增加了風(fēng)電項(xiàng)目投資的低碳價(jià)值,為投資企業(yè)實(shí)現(xiàn)低碳目標(biāo)與經(jīng)濟(jì)效益的雙增長(zhǎng)提供了具有借鑒價(jià)值的思路和方向。
[Abstract]:With the rapid development of China's social economy and the increasingly prominent environmental problems, the traditional energy has been unable to fully meet the needs of human power and environmental requirements. Therefore, the use of renewable energy with the goal of low-carbon development has become an inevitable trend. Among them, wind energy as a relatively mature development technology, a relatively wide range of renewable energy has been paid more and more attention. However, the phenomenon of large-scale abandonment of wind and limited electricity in our country has caused a large amount of waste of wind energy resources, the failure of carbon emission reduction function and the serious low efficiency of the project. Therefore, the low-carbon development of wind power project becomes one of the effective ways to solve the above problems. In view of the low carbon development of wind power project, this paper holds that investment decision of wind power project is the precondition of project development, which plays an important role in the economy of wind power project construction, the stability of power grid layout and the optimization of power supply structure. Therefore, this paper puts forward the investment decision of wind power project from the angle of low carbon benefit, which can effectively control the blind development of wind power project and increase the economic benefit of wind power project and promote the low carbon development of wind power project. In this paper, a large number of documents and data related to low carbon benefit and decision status of wind power project are studied firstly, and the connotation of low carbon benefit is defined, and the decision-making environment of wind power project is analyzed based on SLEPT method. It provides theoretical support for the construction of index system and model. Then this paper analyzes the general factors that affect the investment decision of wind power project and enriches its low carbon connotation, and excavates the new low carbon influence factor based on the environment control, and on this basis, from the low carbon environment, the low carbon policy, the economic benefit. Six aspects of low carbon technology, natural conditions and social impact have been established to establish the investment decision index system of wind power projects under the low carbon background. Then, the construction steps and processing process of the decision model based on triangular intuitionistic fuzzy set and improved Toim method are introduced in detail. Finally, this paper applies the example analysis to verify the practicability and validity of the decision index system and the decision model. The decision result proves that the index system and the decision model have certain application value in promoting the low carbon development of the wind power project. The traditional investment decision of wind power construction project is mainly considered from the aspect of economic feasibility, which has certain one-sidedness. In this paper, the investment decision-making system and model of wind power construction project based on low carbon benefit are constructed. It increases the low carbon value of wind power project investment, and provides a valuable way of thinking and direction for investment enterprises to realize the double growth of low carbon target and economic benefit.
