需求側管理實施評價機制的研究

【摘要】:電力需求側管理(Demand Side Management,DSM)是一種先進的優(yōu)化電力系統(tǒng)運行和提高電力資源利用效率的管理方法。在不考慮資金時間價值的條件下,綜合考慮發(fā)電廠、電網(wǎng)公司、電力用戶、社會各方的利益,建立了DSM評價指標體系和成本效益分析模型,對DSM的實施效果進行評估。研究表明,基于發(fā)電側提取資金和系統(tǒng)效益收費建立的DSM評價機制有利于DSM在我國電力行業(yè)的推廣,節(jié)電潛力巨大。研究表明,基于發(fā)電側提取資金和系統(tǒng)效益收費建立的DSM評價機制有利于DSM在我國電力行業(yè)的推廣,節(jié)電潛力巨大。DSM通過引導社會有序節(jié)約用電,從而有助于電力企業(yè)提高其設備的使用效率,維持了用電秩序,減少了二氧化碳等污染物的排放,有利于保護環(huán)境,促進資源節(jié)約型和環(huán)境友好型社會的建立。實施電力需求側管理主要有經(jīng)濟、技術、行政手段等措施,推動發(fā)電廠、電網(wǎng)企業(yè)、用戶、社會等相關利益方主動適應需求側管理。建立完善的評價體系并明確DSM評價指標是實施電力需求側評價機制必備的前提和基礎,主要有層次分析法,通過模糊層次分析法,分層確定每一層的相對重要權重,最終得到方案層的相對重要權重,以此來對電力需求側管理實施進行一個評價。通過實際案例的分析,可以發(fā)現(xiàn)對于不同的大用戶,根據(jù)大用戶本身的實際情況,對其進行相應的打分,并且通過計算將會獲得其相應的指標權重,可以得到電力需求側管理實施的指標評價。對于公共服務性質(zhì)的大用戶而言,例如地鐵,高鐵,航空等國有企業(yè),它們資金既有國家相關的補貼,也有自身運營的盈利,所以這一類大用戶而言,某種程度上,參與DSM的積極性應該高于一般盈利性大用戶,而對于一般主要以盈利性質(zhì)的大用戶來看,大用戶考慮參加DSM的最終期望都是以受益為主要目的的。本文從我國需求側管理的現(xiàn)狀出發(fā),結合國內(nèi)外研究的相關理論,首次引入了模糊層次分析法,對指標層進行評價分析。我國在實施DSM的方面,下一步還需要建立DSM的長效管理機制,建立更加完善各項項目評價方法和體系。
[Abstract]:Demand side Management (DSM) is an advanced management method to optimize power system operation and improve power resource utilization efficiency. Under the condition of not considering the time value of capital, considering the interests of power plant, power grid company, electric power user and society, a DSM evaluation index system and cost-benefit analysis model are established to evaluate the effect of DSM implementation. The research shows that the DSM evaluation mechanism based on the generation side extraction funds and system benefit charges is beneficial to the promotion of DSM in China's power industry and has great power saving potential. DSM can save electricity by guiding the society to save electricity in an orderly manner. Therefore, it is helpful for electric power enterprises to improve the efficiency of their equipment, maintain the order of electricity consumption, reduce the emission of carbon dioxide and other pollutants, help to protect the environment, and promote the establishment of a resource-saving and environment-friendly society. The implementation of DSM includes economic, technical and administrative measures to promote the power plants, power grid enterprises, users, society and other relevant stakeholders to adapt to DSM. Establishing a perfect evaluation system and defining the DSM evaluation index are the prerequisite and foundation of implementing the DSM evaluation mechanism. There are mainly AHP, through the fuzzy AHP, the relative important weight of each layer is determined in different layers. Finally, the relative important weight of the scheme layer is obtained to evaluate the implementation of DSM. Through the analysis of actual cases, it can be found that for different large users, according to the actual situation of the large users, they will be scored accordingly, and their corresponding index weights will be obtained by calculation. The index evaluation of DSM implementation can be obtained. For the large users of public services, such as the subway, high-speed rail, aviation and other state-owned enterprises, their funds are not only state-related subsidies, but also their own operating profits, so this kind of large users, to some extent, The enthusiasm of participating in DSM should be higher than that of the general profit-making large users, and for the large users who are mainly profit-making, the ultimate expectation of large users considering participating in DSM is mainly to benefit. Based on the present situation of demand-side management in China and the related theories at home and abroad, the fuzzy analytic hierarchy process (FAHP) is introduced for the first time to evaluate and analyze the index layer. In the aspect of implementing DSM in our country, the next step is to establish the long-term management mechanism of DSM, and to set up more perfect evaluation methods and systems of various projects.
