【摘要】：[目的]目前,針對具體建設(shè)項目土地節(jié)約集約利用評價的相關(guān)研究相對較少,土地節(jié)約集約利用評價的內(nèi)涵單一,評價結(jié)果不能全面反映建設(shè)項目土地節(jié)約集約利用水平的高低。文章通過選取甘肅省光伏項目,從用地規(guī)模、用地結(jié)構(gòu)、用地強度、用地效益4個方面構(gòu)建評價體系,對建設(shè)項目土地節(jié)約集約利用水平進行綜合評價。[方法]以多因素綜合分析法為基礎(chǔ),選取甘肅省2013~2015年已建設(shè)的106個光伏項目為實證研究對象,利用具體建設(shè)項目土地利用、投入產(chǎn)出等數(shù)據(jù)資料,通過從用地規(guī)模、用地強度、用地結(jié)構(gòu)、用地效益4個評價方面選取11個具體評價指標(biāo),構(gòu)建建設(shè)項目土地節(jié)約集約利用評價的指標(biāo)體系,采用特爾斐法和層次分析法測算各指標(biāo)權(quán)重,依據(jù)3δ法則及文獻規(guī)范資料確定各指標(biāo)標(biāo)準(zhǔn)值,最后對典型光伏建設(shè)項目土地節(jié)約集約利用情況進行測算評價,并對評價結(jié)果進行分析,提出相關(guān)建議。[結(jié)果]通過實證分析,甘肅省106個光伏建設(shè)項目土地節(jié)約集約利用水平整體較高,按照節(jié)約集約度等級劃分,處于低度利用的項目為4個、適度利用66個、中度利用34個、高度利用2個;在具體4個評價方面,光伏建設(shè)項目整體在用地規(guī)模、用地強度、用地效益評價層分值相對較高,但各具體評價單元之間存在較大的差異,個別建設(shè)項目土地節(jié)約集約利用程度還有較大的提升空間;項目用地結(jié)構(gòu)評價層得分整體相對較低,通過建設(shè)項目內(nèi)部功能區(qū)布局優(yōu)化、土地利用結(jié)構(gòu)調(diào)整,光伏建設(shè)項目土地節(jié)約集約利用程度有較大的提升空間。[結(jié)論]從單位用地規(guī)模、用地結(jié)構(gòu)、用地強度、用地效益四個維度構(gòu)建的評價體系能夠全面反映建設(shè)項目節(jié)約集約利用情況。
[Abstract]:[objective] at present, there are relatively few researches on land conservation intensive utilization evaluation for specific construction projects, and the connotation of land conservation intensive use evaluation is single. The evaluation results can not fully reflect the level of intensive use of land economy in construction projects. Through selecting photovoltaic projects in Gansu Province, the paper constructs an evaluation system from four aspects of land use scale, land structure, land intensity and land use benefit, and makes a comprehensive evaluation of the land saving and intensive utilization level of construction projects. [methods] based on the multi-factor comprehensive analysis method, 106 photovoltaic projects in Gansu Province, which have been constructed from 2013 to 2015, are selected as the empirical research objects, and the land use, input and output data of specific construction projects are used to analyze the scale of land use. This paper selects 11 specific evaluation indexes in four aspects of land intensity, land structure and land use benefit, constructs the index system of land saving and intensive utilization evaluation of construction project, and calculates the weight of each index by Delphi method and analytic hierarchy process. The standard values of each index are determined according to the rule of 3 未 and the standard data of the literature. Finally, the land saving and intensive utilization of typical photovoltaic construction projects is calculated and evaluated, and the evaluation results are analyzed, and the relevant suggestions are put forward. [results] based on empirical analysis, the land conservation and intensive utilization level of 106 photovoltaic construction projects in Gansu Province was relatively high. According to the grade of saving intensity, the number of projects in low utilization was 4, moderate utilization was 66, moderate utilization was 34. In the specific evaluation of 4 aspects, the photovoltaic construction project as a whole in the land use scale, land intensity, land use benefit evaluation layer score is relatively high, but there are large differences among the specific evaluation units, The degree of land saving and intensive utilization of individual construction projects also has greater room for improvement; the overall score of evaluation layer of project land structure is relatively low, and the land use structure is adjusted by optimizing the layout of internal functional areas of construction projects, and adjusting the structure of land use. Photovoltaic construction project land conservation intensive use degree has the bigger promotion space. [conclusion] the evaluation system based on four dimensions of unit land scale, land structure, land intensity and land use benefit can reflect the economy and intensive utilization of construction projects.
