【摘要】：從歷史維度來(lái)看,軍民知識(shí)融合經(jīng)歷了工業(yè)社會(huì)早期的軍民間知識(shí)流動(dòng)、高度現(xiàn)代性階段的"軍民一體化"及知識(shí)與社會(huì)整合、全球化進(jìn)程中的知識(shí)跨界交換。當(dāng)代中國(guó)的軍民深度融合發(fā)展戰(zhàn)略在引領(lǐng)和激發(fā)知識(shí)創(chuàng)新方面蘊(yùn)含巨大空間,信息技術(shù)興起為軍民間不同形式的知識(shí)交流構(gòu)建了共享平臺(tái),實(shí)踐中的各種軍民融合知識(shí)創(chuàng)新集群模式是國(guó)家創(chuàng)新體系的重要組成部分。面向未來(lái),應(yīng)當(dāng)以"總體安全觀"指引軍民融合新方向,尋找技術(shù)標(biāo)準(zhǔn)與非技術(shù)標(biāo)準(zhǔn)的均衡域以確定軍民知識(shí)融合中的道德遵循,倡導(dǎo)負(fù)責(zé)任的倫理規(guī)范以走出軍用機(jī)器人研發(fā)中的道德困境,確立多元主體參與的"集群"規(guī)范以暢通軍民融合過(guò)程。
[Abstract]:From the historical dimension, the integration of military and civil knowledge has experienced the flow of military-civilian knowledge in the early industrial society, the "integration of military and civil" in the stage of high modernity and the integration of knowledge and society, and the cross-border exchange of knowledge in the process of globalization. The development strategy of deep integration of military and civilian in contemporary China contains huge space in guiding and stimulating knowledge innovation. The rise of information technology has built a shared platform for different forms of knowledge exchange among the military and civil society. In practice, a variety of military and civil integration knowledge innovation cluster model is an important part of the national innovation system. Facing the future, we should guide the new direction of military and civilian integration with the "overall security concept", and seek a balanced region between technical standards and non-technical standards in order to determine the moral adherence in the fusion of military and civil knowledge. In order to get rid of the moral dilemma in the research and development of military robots, we advocate responsible ethical norms, and establish the "cluster" norms in which multiple subjects participate in order to smooth the process of military and civil integration.
