四川省小煤礦平穩(wěn)關(guān)閉的案例研究

【摘要】:近年來,為解決小煤礦存在的安全生產(chǎn)等問題,國家開展多輪小煤礦關(guān)閉工作,但關(guān)閉工作執(zhí)行并未完全到位。其主要原因是小煤礦涉及的利益比較復(fù)雜,既有地方政府的利益,也有小煤礦業(yè)主的利益,還涉及在小煤礦工作的礦工及小煤礦周邊老百姓的利益。國家只出臺(tái)了關(guān)閉政策,下達(dá)了關(guān)閉目標(biāo)任務(wù),但對(duì)怎么關(guān)、被關(guān)閉煤礦是否補(bǔ)償、如何補(bǔ)償、補(bǔ)償費(fèi)用從哪里來、具體按照什么流程運(yùn)轉(zhuǎn)等都沒有細(xì)化的規(guī)定,導(dǎo)致在實(shí)際執(zhí)行過程中小煤礦業(yè)主“不想關(guān)”,利益各方阻力很大“不能關(guān)”,地方政府面臨巨大的穩(wěn)定壓力“不敢關(guān)”;“不想關(guān)”、“不能關(guān)”、“不敢關(guān)”交織在一起,導(dǎo)致小煤礦關(guān)閉政策在實(shí)際執(zhí)行過程中大打折扣,出現(xiàn)“關(guān)不動(dòng)”的局面。2013年,四川省委、省政府痛下決心,集中人力物力,加大力度,省、市、縣三級(jí)政府協(xié)同執(zhí)行,加快速度關(guān)閉小礦。2013年、2014年集中關(guān)閉小煤礦400處,2015年、2016年持續(xù)不斷地推進(jìn)煤礦關(guān)閉退出工作,用不到四年時(shí)間,對(duì)四川省資源條件差、災(zāi)害相對(duì)較重、市場(chǎng)競(jìng)爭(zhēng)力弱的753處礦井實(shí)施了引導(dǎo)性關(guān)閉,占關(guān)閉前煤礦總數(shù)57.8%,實(shí)現(xiàn)了小煤礦按時(shí)平穩(wěn)關(guān)閉、煤礦安全生產(chǎn)形勢(shì)穩(wěn)定好轉(zhuǎn)、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)等多重效益,探索出了一條破解小煤礦“關(guān)不動(dòng)”困局的新路子;谝陨媳尘,本文選取四川省平穩(wěn)關(guān)閉小煤礦這一案例進(jìn)行研究。本文運(yùn)用集體行動(dòng)理論、利益相關(guān)者理論、公共治理理論,剖析了我國小煤礦“關(guān)不動(dòng)”的原因,分析了四川小煤礦關(guān)閉案例成功的關(guān)鍵性因素:多措并舉引導(dǎo)達(dá)成關(guān)閉共識(shí),多元補(bǔ)償均衡關(guān)閉利益,多方參與規(guī)范關(guān)閉操作。通過對(duì)以上三個(gè)關(guān)鍵因素的逐一分析,提煉四川省引導(dǎo)關(guān)閉小煤礦過程中的成功做法,通過對(duì)案例詳細(xì)的分析和論證,剖析四川省小煤礦平穩(wěn)關(guān)閉的成功機(jī)理,總結(jié)可借鑒可復(fù)制的化解小煤礦“關(guān)閉難”操作模式,拓展安全生產(chǎn)研究視角,豐富政策執(zhí)行理論。
[Abstract]:In recent years, in order to solve the problems of safety production in small coal mines, the state has carried out several rounds of small coal mine closure work, but the implementation of closure work has not been fully implemented. The main reason is that the interests involved in small coal mines are more complex, both the interests of local governments, the interests of small coal mine owners, but also the interests of miners working in small coal mines and the common people around small coal mines. The state has only issued a closure policy and given the target task of closing, but there are no detailed regulations on how to close the coal mine, whether the coal mine is closed, how to compensate, where the compensation costs come from, and what process to operate according to, etc. As a result, in the actual implementation process, small coal mine owners "do not want to close," the interests of all parties resistance is very large "can not close," the local government is faced with enormous pressure to stabilize "dare not close"; "do not want to close", "can not close", "dare not close" intertwined, As a result, the small coal mine closure policy has been greatly compromised in the actual implementation process, resulting in a situation of "shut down". In 2013, the Sichuan provincial party committee and provincial government made up their minds to concentrate human and material resources and intensify efforts to coordinate the implementation of the provincial, municipal, and county levels of government. Speed up the closure of small mines. In 2013, 2014, the centralized closure of 400 small coal mines, in 2015, 2016, continued to push the coal mine closure and withdrawal work, in less than four years, poor resource conditions in Sichuan Province, relatively serious disasters, The 753 mines with weak market competitiveness have implemented leading closures, accounting for 57.8 percent of the total number of coal mines before closing, realizing the multiple benefits of steady and steady closure of small coal mines on time, steady improvement of coal mine safety and production situation, optimization and upgrading of industrial structure, etc. It explores a new way to solve the difficult situation of small coal mine. Based on the above background, this paper chooses Sichuan Province to close the small coal mine stably for a case study. Using the theory of collective action, the theory of stakeholders and the theory of public governance, this paper analyzes the reasons for the failure to close small coal mines in our country, and analyzes the key factors of success in the case of small coal mine closure in Sichuan. Multiple compensation balanced closure benefits, multiple participation in the standard closure operation. Through the analysis of the three key factors mentioned above, the successful practices in the process of guiding and closing small coal mines in Sichuan Province are refined, and the successful mechanism of the smooth closure of small coal mines in Sichuan Province is analyzed through the detailed analysis and demonstration of the case. This paper summarizes the replicable operation mode of "closing difficulty" in small coal mines, expands the perspective of safety production research, and enriches the theory of policy execution.
