【摘要】：中國(guó)已經(jīng)成為全球制造業(yè)大國(guó),但制造業(yè)技術(shù)水平和產(chǎn)品質(zhì)量同發(fā)達(dá)國(guó)家仍存在一定的差距。文章利用CES生產(chǎn)函數(shù)和標(biāo)準(zhǔn)化供給面系統(tǒng)法測(cè)算了1995~2009年中國(guó)與美國(guó)制造業(yè)技術(shù)差距,并對(duì)技術(shù)差距的影響因素進(jìn)行了實(shí)證研究。測(cè)算結(jié)果表明,中美制造業(yè)技術(shù)差距在1995~1998年期間出現(xiàn)短暫縮小,但1999~2009年期間技術(shù)差距呈現(xiàn)不斷擴(kuò)大的趨勢(shì)。從分行業(yè)看,中國(guó)的資源、能源等壟斷性制造業(yè)和高端制造業(yè)同美國(guó)的技術(shù)差距較大,而消費(fèi)品制造業(yè)同美國(guó)的技術(shù)差距較小。利用分行業(yè)數(shù)據(jù)實(shí)證研究表明,中美制造業(yè)技術(shù)差距擴(kuò)大的主要影響因素是信息通信技術(shù)和制度環(huán)境,特別是中國(guó)20世紀(jì)90年代以來(lái)的制度改革并未有效促進(jìn)信息技術(shù)進(jìn)步進(jìn)而縮小中美制造業(yè)技術(shù)差距。全球價(jià)值鏈嵌入程度在中國(guó)加入WTO后顯著縮小了中美制造業(yè)技術(shù)差距。中國(guó)的人力資本積累并未有效縮小中美制造業(yè)技術(shù)差距,而且,隨著人均GDP的上升,中美制造業(yè)技術(shù)差距并未呈現(xiàn)收斂趨勢(shì)。
[Abstract]:China has become a big manufacturing country in the world, but there is still a certain gap between the manufacturing technology level and the product quality of developed countries. This paper uses CES production function and standardized supply-side system method to estimate the manufacturing technology gap between China and the United States from 1995 to 2009, and makes an empirical study on the influencing factors of the technology gap. The results show that the manufacturing technology gap between China and the United States shrank briefly from 1995 to 1998, but the technology gap between 1999 and 2009 continued to expand. In terms of industries, China's resources, energy and other monopolistic manufacturing industries and high-end manufacturing industries have a big technological gap with the United States, while consumer goods manufacturing industries have a smaller technological gap with the United States. An empirical study using sub-industry data shows that the major factors affecting the expansion of the manufacturing technology gap between China and the United States are ICT and the institutional environment. In particular, the system reform in China since 1990s has not effectively promoted the progress of information technology and narrowed the manufacturing technology gap between China and the United States. The degree of global value chain embedding has significantly narrowed the manufacturing technology gap between China and the United States after China's entry into WTO. China's human capital accumulation has not effectively narrowed the manufacturing technology gap between China and the United States, and with the increase of GDP per capita, the technology gap between China and the United States has not shown a trend of convergence.
