【摘要】：正近日,國(guó)家發(fā)展改革委和國(guó)家能源局發(fā)布《能源發(fā)展"十三五"規(guī)劃》(發(fā)改能源[2016]2744號(hào),以下簡(jiǎn)稱(chēng)《規(guī)劃》),新的形勢(shì)下,清潔低碳能源將是"十三五"期間能源供應(yīng)增量的主體,并且從"保供應(yīng)"轉(zhuǎn)到了"增效益"。《規(guī)劃》要求,到2020年把能源消費(fèi)總量控制在50億t標(biāo)準(zhǔn)煤以?xún)?nèi)。同時(shí),從年均增速來(lái)看,"十三五"能源消費(fèi)總量年均增長(zhǎng)2.5%左右,比"十二五"低1.1個(gè)百分點(diǎn)。
[Abstract]:Recently, the State Development and Reform Commission and the State Energy Administration issued the 13th Five-Year Plan for Energy Development (Development and Reform of Energy [2016] 2744, hereinafter referred to as "Planning"). Under the new situation, Clean and low carbon energy will be the main part of energy supply increment during the 13th Five-Year Plan period, and it will be changed from "guaranteed supply" to "increasing benefit". The total energy consumption will be controlled within 5 billion tons of standard coal by 2020. At the same time, the annual average growth rate of energy consumption in the 13th Five-Year Plan is about 2.5 percent, 1.1 percentage points lower than that of the 12th Five-Year Plan.
