【摘要】：區(qū)域礦產(chǎn)資源規(guī)劃是國家與區(qū)域礦產(chǎn)資源戰(zhàn)略的具體體現(xiàn),是從國家發(fā)展戰(zhàn)略和區(qū)域礦產(chǎn)資源特點(diǎn)出發(fā),依據(jù)總量控制、可持續(xù)發(fā)展和效率等原則,優(yōu)化安排礦權(quán)的系統(tǒng)工程;為使礦產(chǎn)資源規(guī)劃更加有效,規(guī)劃中需要運(yùn)用多方面高度復(fù)雜的知識(shí),這些知識(shí)是礦產(chǎn)資源戰(zhàn)略的理解、供需形勢(shì)的分析、可持續(xù)發(fā)展和總量控制原則的貫徹、礦產(chǎn)資源勘查開發(fā)利用的國際合作等基礎(chǔ)。因此,從礦產(chǎn)資源規(guī)劃作為綜合決策體系的視角看,優(yōu)化礦產(chǎn)資源規(guī)劃需要采取合理的知識(shí)治理;礦產(chǎn)資源規(guī)劃知識(shí)治理的核心是,改變當(dāng)前政府采購中對(duì)招投標(biāo)方式的軟約束,使其成為剛性約束,并在招標(biāo)文件中明確有關(guān)規(guī)劃團(tuán)隊(duì)知識(shí)結(jié)構(gòu)的要求。
[Abstract]:Regional mineral resources planning is the concrete embodiment of national and regional mineral resources strategies. It is based on the national development strategy and the characteristics of regional mineral resources, according to the principles of total quantity control, sustainable development and efficiency, optimizing the arrangement of mineral rights system engineering. In order to make the planning of mineral resources more effective, it is necessary to use many highly complex knowledge in the planning, which is the understanding of mineral resources strategy, the analysis of supply and demand situation, the implementation of the principles of sustainable development and total quantity control. The basis of international cooperation in the exploration, exploitation and utilization of mineral resources. Therefore, from the perspective of mineral resources planning as a comprehensive decision-making system, to optimize the planning of mineral resources needs to take reasonable knowledge governance, the core of knowledge governance of mineral resources planning is, This paper changes the soft constraint on bidding mode in current government procurement to make it a rigid constraint, and clarifies the requirements of planning team knowledge structure in the bidding documents.
