【摘要】：過(guò)去幾十年來(lái),中國(guó)經(jīng)濟(jì)快速發(fā)展,人民生活發(fā)生了深刻變化,但也承擔(dān)了資源方面的代價(jià)。鑒往知來(lái),中國(guó)正在大力推進(jìn)生態(tài)文明建設(shè),推動(dòng)綠色循環(huán)低碳發(fā)展。2015年11月,習(xí)近平總書(shū)記在巴黎大會(huì)上表示,中國(guó)將于2030年左右使二氧化碳達(dá)到峰值并早日實(shí)現(xiàn),2030年單位國(guó)內(nèi)生產(chǎn)總值二氧化碳排放比2005年下降60%-65%,非化石能源占一次能源消耗比重達(dá)到20%左右。河南省隨著經(jīng)濟(jì)的快速發(fā)展,2015年生產(chǎn)總值(GDP)已經(jīng)達(dá)全國(guó)第五位,也代表著河南省所承擔(dān)的低碳減排的責(zé)任越來(lái)越大。2016年3月,《河南省十三五規(guī)劃》中提出,河南省要使“生產(chǎn)方式和生活方式綠色、低碳水平上升。能源資源開(kāi)發(fā)利用效率大幅提高,能源和水資源消耗、建設(shè)用地、碳排放總量得到有效控制,主要污染物排放量大幅減少�！焙幽鲜〗�(jīng)濟(jì)快速發(fā)展的過(guò)程中,承接國(guó)際、國(guó)內(nèi)產(chǎn)業(yè)轉(zhuǎn)移對(duì)GDP增長(zhǎng)起到了巨大的推動(dòng)作用。鑒于經(jīng)濟(jì)低碳化的發(fā)展要求,研究如何在承接產(chǎn)業(yè)轉(zhuǎn)移過(guò)程中促進(jìn)經(jīng)濟(jì)的低碳轉(zhuǎn)型具有重要的意義�，F(xiàn)有文獻(xiàn)多側(cè)重河南省承接產(chǎn)業(yè)轉(zhuǎn)移對(duì)碳排放關(guān)系驗(yàn)證,而對(duì)產(chǎn)業(yè)轉(zhuǎn)移影響碳排放的作用機(jī)制、作用渠道等問(wèn)題尚無(wú)文獻(xiàn)進(jìn)行深入的研究考察。本文正是為了彌補(bǔ)現(xiàn)有研究的缺憾而試圖做出相應(yīng)的努力。本文主要從兩個(gè)層面對(duì)產(chǎn)業(yè)轉(zhuǎn)移河南碳排放的影響效應(yīng)展開(kāi)分析:一方面,通過(guò)對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)的研究總結(jié),梳理產(chǎn)業(yè)轉(zhuǎn)移對(duì)承接地的影響以及低碳經(jīng)濟(jì)動(dòng)力機(jī)制,從而推導(dǎo)出產(chǎn)業(yè)轉(zhuǎn)移對(duì)承接地碳排放的影響路徑;另一方面,在相關(guān)理論機(jī)制的基礎(chǔ)商上,參考河南省承接轉(zhuǎn)移、碳排放的現(xiàn)狀分析,以河南省18各地市、37個(gè)工業(yè)行業(yè)為研究對(duì)象,借助面板估計(jì)、區(qū)位商測(cè)算等對(duì)實(shí)證方法,定量考察產(chǎn)業(yè)轉(zhuǎn)移對(duì)河南省碳排放的客觀影響。最后,通過(guò)對(duì)產(chǎn)業(yè)轉(zhuǎn)移喊聲碳排放的影響效應(yīng)的分析,提出從基礎(chǔ)環(huán)境建設(shè)、人力資本、能源結(jié)構(gòu)、政策引導(dǎo)等途徑提出針對(duì)性的政策建議。
[Abstract]:Over the past few decades, China's economy has grown rapidly and people's lives have undergone profound changes, but they have also borne the cost of resources. As far as Jian is concerned, China is vigorously promoting the construction of ecological civilization and promoting the green cycle and low-carbon development. In November 2015, General Secretary Xi Jinping said at the Paris Congress, China will peak carbon dioxide around 2030 and realize it at an early date. Carbon dioxide emissions per unit of gross domestic product in 2030 will be 60 to 65 lower than in 2005, and non-fossil energy will account for about 20 percent of primary energy consumption. With the rapid development of the economy, the GDP of Henan Province in 2015 has reached the fifth place in the country, which also represents the growing responsibility of reducing carbon emissions in Henan Province. In March 2016, it was proposed in the 13th Five-Year Plan of Henan Province. Henan province wants to make "production mode and life style green, low-carbon level rises." "the efficiency of energy resources development and utilization has been greatly improved, energy and water consumption, construction land and total carbon emissions have been effectively controlled, and major pollutant emissions have been significantly reduced." In the process of rapid economic development in Henan Province, the international and domestic industrial transfer has played a huge role in promoting the growth of GDP. In view of the development requirements of economic low-carbon, it is of great significance to study how to promote the economic low-carbon transformation in the process of undertaking industrial transfer. Most of the existing literatures focus on the verification of the relationship between industrial transfer and carbon emissions in Henan Province, but there is no in-depth research on the mechanism and channels of the effects of industrial transfer on carbon emissions. This paper is to make up for the shortcomings of existing research and try to make corresponding efforts. This paper mainly analyzes the impact of industrial transfer on carbon emissions in Henan Province from two aspects: on the one hand, through the research and summary of relevant literature at home and abroad, combing the impact of industrial transfer on the land and the low-carbon economic dynamic mechanism. On the other hand, on the basis of the relevant theoretical mechanism, referring to Henan Province to undertake transfer, carbon emissions analysis, Based on the empirical methods of panel estimation and location quotient, 37 industrial industries in 18 cities of Henan Province were investigated quantitatively the impact of industrial transfer on carbon emissions in Henan Province. Finally, based on the analysis of the effect of carbon emissions from industrial transfer, this paper puts forward some policy suggestions from the aspects of basic environment construction, human capital, energy structure, policy guidance and so on.
