【摘要】：相對(duì)于以往經(jīng)濟(jì)發(fā)展的模式,循環(huán)經(jīng)濟(jì)更為注重資源的高效率利用和對(duì)環(huán)境的保護(hù)。對(duì)循環(huán)經(jīng)濟(jì)發(fā)展的推動(dòng),政府必須使用法律法規(guī)、相關(guān)政策等制度安排開展干預(yù),利用制度的作用來彌補(bǔ)市場在這方面的不足,保證循環(huán)經(jīng)濟(jì)的健康發(fā)展。我國的絕大部分的工業(yè)園區(qū)發(fā)展過程中一般均會(huì)發(fā)生產(chǎn)業(yè)生態(tài)效率普遍較低、資源以及能源的利用率不高、嚴(yán)重的環(huán)境污染等問題。在我國推廣循環(huán)經(jīng)濟(jì)的過程中,多數(shù)人對(duì)技術(shù)比對(duì)制度更為重視,導(dǎo)致了我國循環(huán)經(jīng)濟(jì)制度有待進(jìn)一步健全和完善。本文選題的目的是通過對(duì)張黃工業(yè)園循環(huán)經(jīng)濟(jì)制度進(jìn)行研究分析,在結(jié)合國內(nèi)外循環(huán)經(jīng)濟(jì)制度經(jīng)驗(yàn)的基礎(chǔ)上,提出健全完善張黃工業(yè)園循環(huán)經(jīng)濟(jì)制度的意見建議。本文綜合運(yùn)用了文獻(xiàn)檢索法、實(shí)地考察法以及個(gè)案研究法等研究方法,對(duì)循環(huán)經(jīng)濟(jì)制度在推動(dòng)循環(huán)經(jīng)濟(jì)發(fā)展中的重要作用、循環(huán)經(jīng)濟(jì)制度的構(gòu)成主體進(jìn)行了分析,又對(duì)國內(nèi)外循環(huán)經(jīng)濟(jì)制度經(jīng)驗(yàn)進(jìn)行了分析和借鑒。接著以張黃工業(yè)園為例,指出張黃工業(yè)園在循環(huán)經(jīng)濟(jì)制度方面存在的法律法規(guī)不夠系統(tǒng)完善、稅收制度懲戒和激勵(lì)作用不明顯、綠色金融扶持政策力度不夠、人才技術(shù)政策支持有待加強(qiáng)等現(xiàn)實(shí)問題。最后,進(jìn)一步從健全完善循環(huán)經(jīng)濟(jì)法律體系、改進(jìn)稅收制度、強(qiáng)化張黃工業(yè)園綠色金融和人才技術(shù)扶持、健全張黃工業(yè)園企業(yè)入園和日常管理制度、完善當(dāng)?shù)毓妳⑴c制度五個(gè)方面對(duì)張黃工業(yè)園循環(huán)經(jīng)濟(jì)制度建設(shè)提出了建議,以期為實(shí)現(xiàn)園區(qū)經(jīng)濟(jì)增長與資源節(jié)約、環(huán)境友好的良性循環(huán)提供制度保障,同時(shí)為本地區(qū)和其他地區(qū)健全園區(qū)循環(huán)經(jīng)濟(jì)制度提供參考。
[Abstract]:Compared with the previous pattern of economic development, circular economy pays more attention to the efficient utilization of resources and the protection of the environment.To promote the development of circular economy, the government must use laws and regulations, relevant policies and other institutional arrangements to intervene, make use of the role of the system to make up for the deficiencies of the market in this respect, to ensure the healthy development of circular economy.In the process of development of most industrial parks in China, the industrial ecological efficiency is generally low, the utilization ratio of resources and energy is not high, and the serious environmental pollution and so on.In the process of popularizing circular economy in our country, most people pay more attention to technology than system, which leads to the further improvement and perfection of circular economy system in our country.The purpose of this paper is to study and analyze the circular economy system of Zhanghuang Industrial Park, and based on the experience of domestic and foreign circular economy system, put forward some suggestions to perfect the circular economy system of Zhanghuang Industrial Park.Based on the methods of literature retrieval, field investigation and case study, this paper analyzes the important role of circular economy system in promoting the development of circular economy and the main body of circular economy system.The experience of circular economy system at home and abroad is also analyzed and used for reference.Then taking Zhanghuang Industrial Park as an example, the author points out that the laws and regulations in the circular economy system of Zhanghuang Industrial Park are not systematically perfect, the tax system is not clear in disciplinary and incentive functions, and the green financial support policy is not strong enough.Talents and technology policy support needs to be strengthened and other practical issues.Finally, we should further improve the legal system of circular economy, improve the tax system, strengthen the green financial and human resources support of Zhanghuang Industrial Park, and improve the system of enterprise entry and daily management in Zhanghuang Industrial Park.The paper puts forward some suggestions on the construction of circular economy system in Zhanghuang Industrial Park from five aspects of perfecting the local public participation system, in order to provide system guarantee for realizing the benign circle of economic growth, resource saving and environmental friendliness in Zhanghuang Industrial Park.At the same time for the region and other regions to improve the park recycling economy system to provide reference.
