【摘要】：隨著中國(guó)“走出去”戰(zhàn)略的推進(jìn),中企海外礦業(yè)投資越來(lái)越多地瞄準(zhǔn)了資源豐富的拉丁美洲,尤其是秘魯。在新的文化和社會(huì)背景中,中企往往“水土不服”,造成投資失敗,在秘魯?shù)闹袊?guó)礦業(yè)公司也不例外。由于中企承擔(dān)企業(yè)社會(huì)責(zé)任的情況并不樂(lè)觀,往往無(wú)法在投資所在地獲得社會(huì)經(jīng)營(yíng)許可,這又加深了海外運(yùn)營(yíng)所在社區(qū)對(duì)新的中國(guó)投資企業(yè)的懷疑。運(yùn)用利益相關(guān)者理論,本文旨在探討中國(guó)海外礦業(yè)投資面對(duì)的社會(huì)風(fēng)險(xiǎn)以及中企規(guī)避風(fēng)險(xiǎn)和解決問(wèn)題的方式方法。本文通過(guò)首鋼和中鋁在秘魯?shù)V業(yè)投資的兩個(gè)案例具體分析其企業(yè)社會(huì)責(zé)任的實(shí)踐,并對(duì)中國(guó)在秘魯?shù)V業(yè)投資的社會(huì)風(fēng)險(xiǎn)管理提供一定的政策建議。本論文共有五部分。第一部分為理論部分,探究企業(yè)社會(huì)責(zé)任相關(guān)概念、利益相關(guān)者理論以及社會(huì)營(yíng)運(yùn)許可概念。第二部分探究礦業(yè)相關(guān)問(wèn)題,包括礦物生產(chǎn)的主要階段、礦業(yè)投資的社會(huì)風(fēng)險(xiǎn)、以及社會(huì)風(fēng)險(xiǎn)的成本與管理。第三部分梳理中國(guó)自20世紀(jì)90年代以來(lái)在海外及在秘魯?shù)牡V業(yè)投資情況。第四部分為中企在秘魯?shù)V業(yè)投資及企業(yè)社會(huì)責(zé)任情況的兩個(gè)具體案例分析。最后一部分對(duì)分析案例提出企業(yè)社會(huì)責(zé)任管理建議,并對(duì)中企在海外礦業(yè)投資中贏得社會(huì)營(yíng)運(yùn)許可提出相關(guān)建議。
[Abstract]:With China's "going out" strategy advancing, overseas mining investment by Chinese companies is increasingly targeting resource-rich Latin America, especially Peru.In the new cultural and social context, Chinese companies often fail to invest, and Chinese mining companies in Peru are no exception.The lack of corporate social responsibility for Chinese companies often prevents them from obtaining permission to operate in the country where they invest, adding to doubts about new Chinese investors in communities where they operate overseas.Based on stakeholder theory, this paper aims to explore the social risks faced by Chinese overseas mining investment and the ways and means of avoiding risks and solving problems for Chinese enterprises.This paper analyzes the practice of corporate social responsibility through two cases of Shougang and Chinalco's mining investment in Peru, and provides some policy suggestions for the social risk management of China's mining investment in Peru.There are five parts in this paper.The first part is the theoretical part, which explores the related concepts of corporate social responsibility, stakeholder theory and the concept of social operating permits.The second part explores the related problems of mining, including the main stages of mineral production, the social risk of mining investment, and the cost and management of social risk.The third part reviews China's mining investment overseas and in Peru since the 1990 s.The fourth part is the case study of Chinese enterprises' mining investment and corporate social responsibility in Peru.In the last part, the author puts forward some suggestions on corporate social responsibility management in the analysis of cases, and some suggestions on how to win the social operation license in overseas mining investment by Chinese enterprises.
