4M-C-I視角下的煤礦本質(zhì)安全評(píng)價(jià)研究

【摘要】:煤炭是我國(guó)的基礎(chǔ)能源,這一現(xiàn)狀在可預(yù)見(jiàn)的幾十年內(nèi)仍將得到保持,受我國(guó)地質(zhì)開(kāi)采條件限制,當(dāng)前我國(guó)煤炭行業(yè)事故頻發(fā),這也引起了國(guó)家和社會(huì)的高度關(guān)注。多年來(lái),我國(guó)在相繼出臺(tái)一些法律法規(guī)的基礎(chǔ)上,采取了各種措施來(lái)進(jìn)行強(qiáng)制落實(shí),有效改善了煤礦安全現(xiàn)狀,使得煤礦總體安全形勢(shì)趨于穩(wěn)定。然而與發(fā)達(dá)國(guó)家相比,仍存在著很大的差距。"零傷亡,零事故"的煤礦本質(zhì)安全理念的提出就是為了從本質(zhì)上減少煤礦安全生產(chǎn)事故的發(fā)生,但是由于煤礦危險(xiǎn)源分布廣泛且較為復(fù)雜,所以我國(guó)煤礦本質(zhì)安全建設(shè)總是存在各種各樣的問(wèn)題。積極開(kāi)展煤礦本質(zhì)安全評(píng)價(jià),努力避免不必要的損失,是保證煤礦持續(xù)、穩(wěn)定生產(chǎn)的迫切要求。本文首先對(duì)傳統(tǒng)的事故致因理論進(jìn)行分析,并結(jié)合煤礦實(shí)際生產(chǎn)情況建立了我國(guó)煤礦事故致因模型,在傳統(tǒng)的"人-機(jī)-環(huán)-管"基礎(chǔ)上進(jìn)行深刻挖掘,得出安全文化以及安全信息也是影響煤礦本質(zhì)安全的重要因素。于是通過(guò)增添文化和信息兩個(gè)要素構(gòu)建了影響煤礦本質(zhì)安全的"4M-C-I"體系,并對(duì)目前我國(guó)煤礦生產(chǎn)中的人員失誤、物的缺陷、環(huán)境缺陷、管理缺陷、文化缺陷以及信息缺陷的原因進(jìn)行分析,得出了這六個(gè)維度中影響煤礦本質(zhì)安全的影響因素。其次,在對(duì)煤礦本質(zhì)安全影響因素分析的基礎(chǔ)上,構(gòu)建了煤礦本質(zhì)安全評(píng)價(jià)指標(biāo)體系,其中一級(jí)指標(biāo)6個(gè),二級(jí)指標(biāo)23個(gè),三級(jí)指標(biāo)74個(gè)。首先在邀請(qǐng)專家對(duì)指標(biāo)進(jìn)行打分的基礎(chǔ)上,采用層次分析法來(lái)確定指標(biāo)體系中各個(gè)指標(biāo)的權(quán)重,然后構(gòu)造兩兩判斷矩陣,將指標(biāo)體系中較為復(fù)雜的因素進(jìn)行定量化處理。最后根據(jù)基于多級(jí)模糊綜合評(píng)價(jià)建立的煤礦本質(zhì)安全評(píng)價(jià)模型對(duì)司馬煤礦進(jìn)行實(shí)例分析,得出了司馬煤礦在本質(zhì)安全建設(shè)方面屬于Ⅵ級(jí),級(jí)別為較好,并在評(píng)價(jià)基礎(chǔ)上針對(duì)司馬煤礦在本質(zhì)安全建設(shè)中存在的問(wèn)題從人、物、環(huán)境、管理、文化和信息六個(gè)方面提出了針對(duì)性的改進(jìn)建議。
[Abstract]:Coal is the basic energy of our country, and this status quo will be maintained in the foreseeable decades. Restricted by the conditions of geological exploitation in our country, the accidents of coal industry in our country are frequent at present, which has also aroused the high attention of the country and the society for many years. On the basis of introducing some laws and regulations one after another, our country has taken various measures to carry out the enforcement, which has effectively improved the present situation of coal mine safety and made the overall safety situation of coal mine tend to be stable. However, compared with the developed countries, There is still a big gap. The idea of "zero casualties, zero accidents" is put forward in order to reduce the occurrence of coal mine safety accidents in essence, but because of the wide distribution of coal mine risk sources and more complex, Therefore, there are always various problems in the construction of the essential safety of coal mines in China. To actively carry out the evaluation of the essential safety of coal mines and to strive to avoid unnecessary losses is to ensure the continuity of coal mines. This paper first analyzes the traditional theory of accident cause, and establishes the coal mine accident cause model of our country combined with the actual production situation of coal mine, and deeply excavates on the basis of the traditional "man-machine-ring pipe". It is concluded that safety culture and safety information are also the important factors that affect the essential safety of coal mines. Therefore, by adding two elements of culture and information, the "4M-C-I" system affecting the essential safety of coal mines is constructed, and the personnel mistakes in the production of coal mines in our country are also made. Based on the analysis of the causes of material defects, environmental defects, management defects, cultural defects and information defects, the factors that affect the essential safety of coal mines in these six dimensions are obtained. Secondly, Based on the analysis of the influencing factors of coal mine essential safety, the evaluation index system of coal mine essential safety is constructed, which includes 6 first-grade indexes, 23 second-class indexes and 74 third-grade indexes. Firstly, experts are invited to score the indicators. AHP is used to determine the weight of each index in the index system, and then a pairwise judgment matrix is constructed. The more complicated factors in the index system are treated quantitatively. Finally, the example of Sima coal mine is analyzed according to the evaluation model of coal mine essential safety based on multilevel fuzzy comprehensive evaluation. It is concluded that Sima coal mine belongs to grade VI in the construction of essential safety, and the grade is good. On the basis of evaluation, the problems existing in the construction of essential safety in Sima coal mine are analyzed from human, material, environment and management. Six aspects of culture and information put forward targeted suggestions for improvement.
