【摘要】：2016年的中、美電價(jià)整體水平接近。此前十年間的中、美電價(jià)高低互見(jiàn)。中、美兩國(guó)電價(jià)均存在明顯的地區(qū)差異。工業(yè)平均電價(jià)中國(guó)大幅高于美國(guó),居民平均電價(jià)美國(guó)大幅高于中國(guó)。中、美兩國(guó)均以火電為主,發(fā)電燃料價(jià)格美國(guó)遠(yuǎn)低于中國(guó),而投資成本中國(guó)大幅低于美國(guó),上述影響發(fā)電成本的兩大基本因素反向?qū)_,是中、美電價(jià)整體持平的基本原因。中國(guó)工業(yè)電價(jià)大幅高于美國(guó)的主要原因,是工業(yè)用戶對(duì)居民用戶高額的電價(jià)交叉補(bǔ)貼。美國(guó)煤炭、天然氣價(jià)格低廉,也使其電價(jià)低于絕大多數(shù)OECD國(guó)家。
[Abstract]:In 2016, the overall level of electricity prices in the United States was close. In the previous decade, the price of electricity in the United States was high and low. There were significant regional differences in the price of electricity between the two countries. The industrial average price in China was significantly higher than that in the United States. The average price of electricity in the United States is significantly higher than that in China. China and the United States are both dominated by thermal power, while the United States is far lower in fuel prices than in China, while the cost of investment in China is significantly lower than that in the United States. These two basic factors that affect the cost of power generation are reversed. It is the basic reason for the overall level of electricity prices in China and the United States. The main reason why China's industrial electricity prices are substantially higher than those in the United States is the high cross-subsidization of electricity prices by industrial users to residents. The US coal and natural gas prices are low. It also makes its electricity price lower than most OECD countries.
