【摘要】:油田產(chǎn)能項(xiàng)目開(kāi)發(fā)是一項(xiàng)高科技、高投資、高風(fēng)險(xiǎn)的工程項(xiàng)目,需用從多方面論證項(xiàng)目的合理性,從而能夠讓管理層正確的判斷項(xiàng)目的合理性,提高投資的收益。油田產(chǎn)能項(xiàng)目的經(jīng)濟(jì)評(píng)價(jià)作為油田開(kāi)發(fā)可行性研究的重要組成部分,在國(guó)家現(xiàn)行經(jīng)濟(jì)法規(guī)的指導(dǎo)下,通過(guò)預(yù)測(cè)目標(biāo)的支出和利潤(rùn)等指標(biāo)來(lái)分析擬建產(chǎn)能項(xiàng)目的經(jīng)濟(jì)效益和可行性,從而成為開(kāi)發(fā)投資決策的主要依據(jù)。本論文首先研究了目前國(guó)內(nèi)關(guān)于油田產(chǎn)能建設(shè)項(xiàng)目、油田開(kāi)發(fā)改擴(kuò)建項(xiàng)目經(jīng)濟(jì)評(píng)價(jià)的基本理論和基礎(chǔ)知識(shí)(如油氣操作成本、財(cái)務(wù)費(fèi)用、管理費(fèi)用、營(yíng)業(yè)費(fèi)用、稅金等),歸納總結(jié)適用于油田實(shí)際情況的各種油田開(kāi)發(fā)經(jīng)濟(jì)評(píng)價(jià)方法、公式以及參數(shù)等,提出油田產(chǎn)能建設(shè)項(xiàng)目經(jīng)濟(jì)評(píng)價(jià)的模型和流程。然后,依據(jù)中石油現(xiàn)行的油田產(chǎn)能項(xiàng)目經(jīng)濟(jì)評(píng)價(jià)方面的相關(guān)規(guī)定及最新的軟件開(kāi)發(fā)標(biāo)準(zhǔn),進(jìn)行系統(tǒng)開(kāi)發(fā)。最后通過(guò)一個(gè)應(yīng)用實(shí)例來(lái)證明系統(tǒng)的計(jì)算結(jié)果是準(zhǔn)確有效的,可以成為油田開(kāi)發(fā)經(jīng)濟(jì)評(píng)價(jià)的得力助手。本系統(tǒng)以大慶油田設(shè)計(jì)院實(shí)際業(yè)務(wù)為背景,通過(guò)對(duì)數(shù)據(jù)的計(jì)算得出一些生產(chǎn)中必須的參數(shù),如生產(chǎn)成本和費(fèi)用、利潤(rùn)、財(cái)務(wù)內(nèi)部收益率、財(cái)務(wù)凈現(xiàn)值、項(xiàng)目投資現(xiàn)金流量、投資回收期等。通過(guò)盈虧平衡分析和敏感性分析,考察各種不利因素對(duì)項(xiàng)目的影響,從而判斷項(xiàng)目可能容許的風(fēng)險(xiǎn)程度,進(jìn)而幫助決策層對(duì)油氣田開(kāi)發(fā)項(xiàng)目的可行性做出科學(xué)決策。系統(tǒng)的開(kāi)發(fā)是通過(guò)建立SQL數(shù)據(jù)庫(kù),實(shí)現(xiàn)文件上載,采用Windows2003 Server IIS和Microsoft Visual S tudio.net 2010進(jìn)行服務(wù)器端平臺(tái)設(shè)計(jì)。目前該系統(tǒng)運(yùn)行良好,有效的提高了大慶油田設(shè)計(jì)院經(jīng)濟(jì)評(píng)價(jià)的工作效率。通過(guò)實(shí)踐證明數(shù)據(jù)完整、可靠、數(shù)據(jù)處理準(zhǔn)確率100%,縮短評(píng)價(jià)時(shí)間97%以上,提高工作效率6-15倍。
[Abstract]:Oilfield productivity project development is a high-tech, high-investment, high-risk engineering project, which needs to be demonstrated from various aspects of the rationality of the project, so that the management can correctly judge the rationality of the project. Economic evaluation of oilfield productivity projects as an important part of the feasibility study of oilfield development, under the guidance of the current national economic laws and regulations, This paper analyzes the economic benefit and feasibility of the proposed production capacity project by forecasting the target expenditure and profit, thus becoming the main basis of the development investment decision. Firstly, this paper studies the domestic production capacity construction project at present. Basic theories and basic knowledge of economic evaluation of oilfield development reconstruction and extension projects (such as oil and gas operating costs, financial expenses, management costs, operating expenses, This paper summarizes the economic evaluation methods, formulas and parameters of oilfield development, and puts forward the model and process of economic evaluation of oilfield productivity construction project. According to the relevant regulations on economic evaluation of oilfield productivity project and the latest software development standard, the system is developed. Finally, an application example is used to prove that the calculation result of the system is accurate and effective. This system is based on the actual business of Daqing Oilfield Design Institute, through the calculation of the data, we can get some necessary parameters in production, such as production cost and cost, profit, etc. Financial internal rate of return, financial net present value, project investment cash flow, investment payback period, etc. Through break-even analysis and sensitivity analysis, we investigate the influence of various adverse factors on the project, so as to judge the degree of risk that the project may allow. The development of the system is based on the establishment of SQL database and the uploading of the files, and the development of the system can help the decision makers to make a scientific decision on the feasibility of the oil and gas field development projects. Windows2003 Server IIS and Microsoft Visual S tudio.net 2010 are used to design the server platform. At present, the system is running well, which effectively improves the efficiency of economic evaluation in Daqing Oilfield Design Institute. It is proved by practice that the data is complete and reliable. The accuracy of data processing is 100, the evaluation time is shortened by more than 97%, and the working efficiency is improved by 6-15 times.
