吉林石化公司危險品倉儲管理研究

【摘要】:吉林石化公司作為中國石油煉化板塊中最大的企業(yè)之一,在幾十年的發(fā)展中,不僅為中國上繳了巨額稅款,還培養(yǎng)了大批化工人才。隨著企業(yè)規(guī)模日益擴大,吉林石化公司總資產已近300億,在崗工作人員5萬多人,能夠每年加工原油上千萬噸、生產乙烯80多萬噸,擁有主要煉化產品110多種,擁有主體生產裝置60套,其中有9套裝置生產能力位居全國第一,如丙烯腈、乙丙橡膠、甲基丙烯酸甲酯等;有3套裝置生產能力位居全國第二,如高密度聚乙烯等;有4套裝置生產能力位居全國第三,如丁苯橡膠等。目前,吉林石化公司不僅擁有ABS、聚乙烯、丙烯腈、丁辛醇、乙丙橡膠等支柱產品,還擁有特種碳纖維、高活性聚異丁烯、橡塑專用料等具有自主知識產權的特色產品,未來的發(fā)展前景會更加廣闊。吉林石化公司擁有自身的倉儲設備和基地,主要服務于自身的生產經營建設,由于公司將主要精力和資金放在了主營業(yè)務發(fā)展上,對危險品倉儲管理的投入較少,不少危險化學品倉庫設備落后,跟不上形勢的發(fā)展。危險品倉儲的管理人員也多為年齡較大的工人,在實際操作他們大多憑借多年經驗,而沒有專業(yè)系統(tǒng)的培訓管理。但是當今社會,物流產業(yè)尤其是倉儲業(yè)逐漸呈現出現代化、信息化、數據化、高效率的特點,吉林石化公司傳統(tǒng)的倉儲運營模式及人才力量已經跟不上時代的發(fā)展,逐漸成為公司生產經營中的短板,在一定程度上制約了公司煉油一體化目標的發(fā)展。本文通過分析吉林石化公司危險化學品倉儲現狀,分析了該公司在危險品倉儲方面存在的問題:危險化學品倉儲能力不足;倉儲運作不規(guī)范,危險品倉儲管理過于分散,不夠集約化;危險品倉儲信息化與標準化監(jiān)管能力較差,缺乏有效的危險品管理信息共享機制,各個庫房內危險化學品的名稱、數量、位置、結構等信息沒有實現統(tǒng)一管理,同一類的危險化學品存在于不同的庫房不同的位置,容易造成重復采購,部門之間的業(yè)務聯系還處于原始業(yè)務聯系狀態(tài)。人工查庫仍然是危險化學品倉庫的保管方法,在庫存管理上缺乏先進的管理手段。缺乏高素質的專業(yè)人才,現有的隊伍中,年齡老化現象較為嚴重。員工專業(yè)技能偏低。人事用工不規(guī)范,缺乏有效的監(jiān)督管理體系和績效考核機制。針對這些問題本文提出了相應的管理改制方案:提升公司重視程度,加強公司危險品倉儲合理化管理,包括加強倉儲條件合理化,品種結構合理化,儲存時間合理化,以此提升公司倉儲能力;加強危險品倉儲規(guī)范管理,降低危險品事故發(fā)生率;創(chuàng)新發(fā)展理念,不斷提高公司倉儲管理信息技術水平,創(chuàng)建新的倉儲信息管理系統(tǒng),對危險化學品進行準確定位,高效指揮倉庫作業(yè),實現實時庫存管理,實現實時監(jiān)控,提升倉庫安全;通過引進人才,加強員工培訓,建立激勵性考核機制,加強對員工的人文關懷等方式,打造優(yōu)秀的人才隊伍,提升企業(yè)品牌形象。
[Abstract]:As one of the Jilin Petrochemical Co Chinese oil refining sector in the largest enterprises, in the decades of development, not only paid a huge tax for Chinese, also cultivated a large number of chemical engineering talents. With the increasing scale of enterprises, Jilin Petrochemical Co has total assets of nearly 30 billion, on the staff of more than 50 thousand people, millions of tons of crude oil annually, ethylene production about 800000 the main products have 110 tons refinery, owned 60 sets of production equipment, including 9 sets of equipment production capacity ranked first in the country, such as ethylene propylene rubber, acrylonitrile, methyl methacrylate; there are 3 sets of equipment production capacity ranked second in the country, such as high density polyethylene; there are 4 sets of equipment production capacity in the country third. Such as styrene butadiene rubber and so on. At present, the Jilin Petrochemical Co not only have ABS, polyethylene, acrylonitrile, butyl alcohol, ethylene propylene rubber and other pillar products, also has a special carbon fiber, Hrpib, special rubber material with independent intellectual property rights, product characteristics, future development will be more broad. Jilin Petrochemical Co has its own base and storage equipment, the main service to its production and operation of construction, because the company will be the main energy and money in the main business development, the dangerous goods warehouse management less investment, a lot of dangerous chemicals warehouse equipment is backward, cannot keep up with the changing situation. Dangerous goods warehouse management personnel for older workers, in actual operation, most of them with many years of experience, and no professional training management system. But in today's society, the logistics industry especially gradually show modern warehousing industry, information, data, the characteristics of high efficiency, Jilin Petrochemical Co traditional warehousing operation mode and personnel strength has not kept up with the development of the times, gradually become The short board in the production and operation, to a certain extent, restricts the development of the company's refinery integration objectives. Through the analysis of Jilin Petrochemical Co, storage of dangerous chemicals and the status quo, analysis of the company's presence in the dangerous goods storage problems: the storage capacity of hazardous chemicals are not enough; the warehouse operation is not standardized, dangerous goods warehouse management is too scattered, is not intensive enough dangerous goods warehouse; informatization and standardization of supervision ability is poor, lack of information sharing mechanism and effective management of dangerous goods, dangerous chemicals warehouse within each name, quantity, location, structure and other information did not realize the unified management of hazardous chemicals, the same class exists in different warehouse in different positions, easily lead to repeat purchase department of business links between the business relationship is still in the original state. Due to artificial method is still keeping dangerous chemicals warehouse, inventory management The lack of advanced management tools. The lack of qualified personnel, the existing staff, the aging phenomenon is more serious. The staff professional skills is low. Personnel employment is not standardized, the lack of effective supervision and management system and performance appraisal mechanism. Aiming at these problems, this paper puts forward the corresponding management reform scheme: enhance the degree of attention, strengthen the company dangerous goods warehouse rationalization management, including strengthening storage conditions rationalization, variety structure rationalization, the rationalization of the storage time, in order to enhance the company's storage capacity; strengthen the dangerous goods warehouse management, reduce the incidence of accidents; the concept of innovation and development, and constantly improve the company's warehouse management level of information technology, to create a new warehouse information management system accurate positioning, dangerous chemicals, high command warehouse operations, real-time inventory management, real-time monitoring, improve warehouse safety; By introducing talents, strengthening staff training, establishing incentive assessment mechanism, and strengthening humanistic care for employees, we will create excellent talents and enhance brand image.
