【摘要】：城市老工業(yè)區(qū)為我國(guó)建立獨(dú)立完整的工業(yè)體系作出了突出貢獻(xiàn),但在長(zhǎng)期發(fā)展過程中也出現(xiàn)了產(chǎn)能落后、基礎(chǔ)設(shè)施老化、環(huán)境污染等問題,亟待轉(zhuǎn)型發(fā)展。徐州市鼓樓老工業(yè)區(qū)被納入全國(guó)城市老工業(yè)區(qū)搬遷改造試點(diǎn)的21個(gè)老工業(yè)區(qū)之一。鼓樓區(qū)政府抓住政策機(jī)遇,在推進(jìn)老工業(yè)區(qū)發(fā)展文化創(chuàng)意產(chǎn)業(yè)方面制定了一系列政策,取得了明顯的成效。本文的研究基于《全國(guó)老工業(yè)基地調(diào)整改造規(guī)劃(2013-2022年)》、《文化部“十三五”時(shí)期文化發(fā)展改革規(guī)劃》等政策背景,通過個(gè)案研究法、實(shí)地調(diào)查法、文獻(xiàn)研究法,對(duì)基層政府推進(jìn)鼓樓老工業(yè)區(qū)文化創(chuàng)意產(chǎn)業(yè)發(fā)展的政策進(jìn)行梳理,重點(diǎn)研究“文化強(qiáng)區(qū)”戰(zhàn)略、“四園四區(qū)”規(guī)劃、“雙招雙引”政策等實(shí)施的情況和成效,分析政策中存在的問題,比如投融資政策不完善、園區(qū)發(fā)展缺乏宏觀指導(dǎo)政策、文化創(chuàng)意人才引進(jìn)政策不健全等。運(yùn)用新公共管理理論、公共政策理論,總結(jié)德國(guó)魯爾區(qū)、英國(guó)謝菲爾德文化產(chǎn)業(yè)園區(qū)和美國(guó)匹茲堡發(fā)展文化創(chuàng)意產(chǎn)業(yè)的政策經(jīng)驗(yàn)。最后,提出進(jìn)一步促進(jìn)鼓樓老工業(yè)區(qū)文化創(chuàng)意發(fā)展的政策建議:一是政府構(gòu)建多元化的投融資政策體系,包括強(qiáng)化財(cái)政資金扶持、鼓勵(lì)社會(huì)資本進(jìn)入文化創(chuàng)意領(lǐng)域、出臺(tái)針對(duì)小微企業(yè)的扶持政策;二是政府出臺(tái)文化創(chuàng)意產(chǎn)業(yè)園區(qū)發(fā)展的宏觀指導(dǎo)政策,包括制定統(tǒng)一的園區(qū)準(zhǔn)入標(biāo)準(zhǔn)、建立大園區(qū)管理機(jī)制、構(gòu)建園區(qū)公共服務(wù)平臺(tái);三是政府制定多渠道復(fù)合型人才引進(jìn)培養(yǎng)政策,包括完善“招才引智”政策吸引高端人才、完善公務(wù)人員招錄政策招引管理人才、出臺(tái)“政研企”共建政策培養(yǎng)儲(chǔ)備人才。本文得出以下結(jié)論:國(guó)家出臺(tái)有關(guān)文化創(chuàng)意產(chǎn)業(yè)發(fā)展的政策可以作為老工業(yè)區(qū)轉(zhuǎn)型發(fā)展的依據(jù),促進(jìn)老工業(yè)區(qū)文化創(chuàng)意產(chǎn)業(yè)發(fā)展的政策要因地制宜,老工業(yè)區(qū)發(fā)展文化創(chuàng)意產(chǎn)業(yè)的關(guān)鍵在于政府構(gòu)建完善的政策體系。本文研究的創(chuàng)新點(diǎn)主要是在國(guó)家出臺(tái)全國(guó)老工業(yè)基地調(diào)整改造十年規(guī)劃背景下進(jìn)行的,選取列入首批全國(guó)試點(diǎn)的徐州市鼓樓老工業(yè)區(qū)為案例,研究其文化創(chuàng)意產(chǎn)業(yè)發(fā)展政策中存在的成效和問題,并從管理學(xué)視角對(duì)基層政府如何更好地促進(jìn)鼓樓老工業(yè)區(qū)文化創(chuàng)意產(chǎn)業(yè)發(fā)展提出政策建議,希望為政府進(jìn)一步出臺(tái)老工業(yè)區(qū)發(fā)展的政策提供參考。
[Abstract]:The old urban industrial zones have made outstanding contributions to the establishment of an independent and complete industrial system in our country, but in the long-term development process there have also been problems such as backward production capacity, aging infrastructure, environmental pollution, and so on. The Gulou Old Industrial Zone in Xuzhou is one of the 21 old industrial zones that are included in the pilot project of relocation and transformation of the old urban industrial zones in Xuzhou, and the government of the Gulou District has seized the opportunity of the policy. A series of policies have been formulated to promote the development of cultural and creative industries in the old industrial areas. The research in this paper is based on the policy background of "the National Old Industrial Base Adjustment and Transformation Plan 2013-2022" and the "Cultural Development and Reform Plan of the 13th Five-Year Plan" of the Ministry of Culture, through case study and field investigation. Literature research method, combing the policies of grass-roots governments to promote the development of cultural and creative industries in Gulou Old Industrial Zone, focusing on the implementation of the strategy of "strong cultural areas", the "four gardens and four districts" planning, the policy of "double recruitment and double quotation", and so on. Analyzing the problems existing in the policy, such as the imperfect investment and financing policy, the lack of macro-guiding policy for the development of the park, the imperfect policy for the introduction of cultural and creative talents, etc. Using the theory of new public management and the theory of public policy, summarize the Ruhr district of Germany. Policy experience in the development of cultural and creative industries in Sheffield Cultural Industry Park and Pittsburgh, United States of America. Some policy suggestions are put forward to further promote the cultural and creative development of Gulou Old Industrial Zone. First, the government should build a diversified investment and financing policy system, including strengthening financial support and encouraging social capital to enter cultural and creative fields. Second, the government should introduce macro-guiding policies for the development of cultural and creative industry parks, including the establishment of unified admission standards, the establishment of management mechanisms for large parks, and the construction of public service platforms. Third, the government has formulated policies for the introduction and training of multi-channel and composite talents, including improving the policy of "recruiting talents and attracting intelligence" to attract high-end talents, and perfecting the policies of recruiting and recruiting public servants to attract and attract management talents. This paper draws the following conclusions: the national policies on the development of cultural and creative industries can be used as the basis for the transformation and development of the old industrial zones. Policies to promote the development of cultural and creative industries in old industrial areas should be tailored to local conditions. The key to the development of cultural and creative industries in the old industrial areas lies in the establishment of a sound policy system by the government. The innovation of this paper is mainly carried out under the background of the national 10-year plan for the adjustment and transformation of the old industrial bases. Taking the Gulou Old Industrial Zone of Xuzhou City as a case study, the paper studies the achievements and problems in the development policy of cultural and creative industries in Xuzhou City, which is included in the first batch of national pilot projects. From the perspective of management, the author puts forward some policy suggestions on how to better promote the development of cultural and creative industries in Gulou old industrial zone, hoping to provide reference for the government to further issue the policy of the development of the old industrial zone.
