【摘要】：電力行業(yè)是支撐著社會經(jīng)濟發(fā)展的公用事業(yè),在促進經(jīng)濟發(fā)展、人民生活水平不斷提高等方面發(fā)揮著不可替代的作用,同時電力行業(yè)也正面臨著諸多挑戰(zhàn),也正經(jīng)歷著前所未有的變革。2015年國家發(fā)改委、能源局印發(fā)了《關(guān)于進一步深化電力體制改革的若干意見》及配套實施方案,新電改的出臺進一步完善了我國電力行業(yè)的統(tǒng)籌規(guī)劃戰(zhàn)略。本文的主要研究對象為電力上市公司的經(jīng)營績效,面對全新的競爭與挑戰(zhàn),電力公司需要完善自己經(jīng)營管理以適應(yīng)新的市場環(huán)境,同時把握宏觀電力行業(yè)政策的導(dǎo)向,在新電改推進過程中不斷地實現(xiàn)突破性進展。對電力上市公司的經(jīng)營績效進行評價,有助于促使公司提高競爭力、改善管理水平,電力上市公司經(jīng)營效率的提高可以推動我國電力產(chǎn)業(yè)進一步發(fā)展。本文首先研究了評價公司經(jīng)營績效的相關(guān)理論與方法,分析了在新電改背景下我國電力行業(yè)面臨的市場環(huán)境,從上網(wǎng)電價、煤炭價格、公司治理、經(jīng)營管理、稅收政策五個方面建立了電力上市公司的經(jīng)營績效評價指標體系總體框架,并靈活應(yīng)用了評價指標的設(shè)計原則,充實細化了評價指標體系總體框架,構(gòu)建了我國電力上市公司經(jīng)營績效的評價指標體系。然后篩選了在滬市與深市上市的43家發(fā)電上市公司作為實證研究的樣本,應(yīng)用了DEA方法中的兩個經(jīng)典的模型CCR和BCC,得出了各個電力上市公司的綜合效率水平、規(guī)模效率水平及純技術(shù)效率水平,并對各發(fā)電公司目前所處的規(guī)模收益階段進行分析。最后運用投影分析的方法為處于DEA無效狀態(tài)的電力上市公司指明改進方案,并運用DEA-Malmquist生產(chǎn)率指數(shù)分析法,得出了我國電力上市公司在2012-2016年間經(jīng)營績效的動態(tài)變化走向。經(jīng)過相應(yīng)的計算與分析,得出作為樣本的43家電力公司的綜合效率水平、純技術(shù)效率水平與規(guī)模效率水平。發(fā)現(xiàn)我國電力上市規(guī)模效率值整體表現(xiàn)良好,但總體經(jīng)營績效并不高,存在較大的提升空間,應(yīng)注重改進經(jīng)營管理模式,創(chuàng)新科學(xué)技術(shù)的應(yīng)用以達到降低成本、提升經(jīng)營業(yè)績的目標,從而改善純技術(shù)效率評價值不高的狀況。將實際值與目標值的差異進行對比,分析處于DEA無效狀態(tài)的上市電力公司的投入冗余程度及產(chǎn)出不足程度,得出各個決策單元在2012-2016年之間經(jīng)營績效的動態(tài)變動趨勢,說明了研究期間內(nèi)43個研究樣本的技術(shù)變化、規(guī)模效率變化及純技術(shù)效率變化的特點,研究實際數(shù)據(jù)的運行結(jié)果,以完善其經(jīng)營管理能力、增強電力上市公司的綜合競爭力。
[Abstract]:Electric power industry is a public utility supporting the development of social economy. It plays an irreplaceable role in promoting economic development and improving people's living standard. At the same time, the electric power industry is also facing many challenges. In 2015, the National Development and Reform Commission and the Energy Bureau issued several opinions on further deepening the reform of the electric power system and their supporting implementation plans. The introduction of the new power reform has further improved the overall planning strategy of the power industry in China. The main research object of this paper is the operating performance of the listed power companies, facing new competition and challenges. Power companies need to improve their management to adapt to the new market environment, at the same time grasp the direction of macro-power industry policies, in the process of promoting the new power reform to achieve continuous breakthrough. It is helpful to improve the competitiveness and management level of the company. The improvement of the operating efficiency of the listed power companies can promote the further development of the electric power industry in China. This paper first studies the relevant theories and methods to evaluate the company's operating performance. This paper analyzes the market environment facing the electric power industry in China under the background of the new electricity reform, including electricity price on the Internet, coal price, corporate governance, management and management. This paper establishes the overall framework of the performance evaluation index system of electric power listed companies in five aspects of tax policy, and flexibly applies the design principles of the evaluation indicators to enrich and refine the overall framework of the evaluation index system. This paper constructs the evaluation index system of the operating performance of the listed power companies in China, and then selects 43 power generation listed companies listed in Shanghai and Shenzhen stock markets as the samples of the empirical research. By using two classical models of DEA, CCR and BCC, the comprehensive efficiency level, scale efficiency level and pure technical efficiency level of each power listed company are obtained. Finally, the projection analysis method is used to point out the improvement scheme for the listed power companies in the invalid state of DEA, and the DEA-Malmquist productivity index analysis method is used. The dynamic trend of the operating performance of the listed power companies in China during 2012-2016 is obtained. Through the corresponding calculation and analysis, the comprehensive efficiency level of 43 power companies as a sample is obtained. Pure technical efficiency level and scale efficiency level. It is found that the scale efficiency value of power market in our country is good as a whole, but the overall operating performance is not high, there is a great room for improvement, so we should pay attention to improving the management mode. The application of innovative science and technology in order to achieve the goal of reducing costs and improving business performance, thereby improving the situation where the evaluation value of pure technical efficiency is not high. The difference between actual value and target value is compared. By analyzing the degree of input redundancy and insufficient output of listed power companies in the invalid state of DEA, the dynamic trend of operating performance of each decision making unit during 2012-2016 is obtained, and the technical changes of 43 research samples during the research period are explained. The characteristics of the change of scale efficiency and pure technical efficiency are studied in order to improve its management ability and enhance the comprehensive competitiveness of listed companies.
