【摘要】：安全是洗煤廠平穩(wěn)發(fā)展的生命線,安全文化建設(shè)更是洗煤廠實現(xiàn)生產(chǎn)經(jīng)營和安全管理技術(shù)化、現(xiàn)代化的主要特征。近年來,我國洗煤廠雖一直堅守紅線意識,但事故依然頻發(fā),如何提高洗煤廠安全管理水平,改善洗煤廠安全文化建設(shè)成效就顯得尤為重要。本文從當前嚴峻的安全生產(chǎn)形勢背景入手,旨在通過對國內(nèi)外學者關(guān)于企業(yè)安全文化理論的研究分析,以T洗煤廠為切入點,深入分析研究能夠準確、全面評價洗煤廠安全文化建設(shè)的評價指標,構(gòu)建出符合國內(nèi)洗煤廠生產(chǎn)現(xiàn)狀的評價體系和評價模型,并提出具有洗煤廠生產(chǎn)特點的安全文化建設(shè)對策,從而進一步提高該廠安全文化建設(shè)水平,并對其他洗煤廠安全文化建設(shè)評價研究提供一定的借鑒意義。本文首先,對近三十年來國內(nèi)外專家學者對安全文化、企業(yè)安全文化、選煤廠安全文化建設(shè)的相關(guān)文獻進行綜述,為后續(xù)研究奠定基礎(chǔ)。其次,在對大量文獻綜述基礎(chǔ)之上,研究確定T洗煤廠安全文化建設(shè)評價的要素,結(jié)合T洗煤廠的生產(chǎn)運轉(zhuǎn)實際情況,確定契合該廠生產(chǎn)實際情況的安全文化建設(shè)評價的體系和指標,并設(shè)計能夠全面覆蓋該廠安全文化建設(shè)各個方面的調(diào)查問卷。再次,根據(jù)調(diào)查問卷統(tǒng)計的結(jié)果,運用AHP分析法和模糊綜合評價模型,構(gòu)建該廠安全文化建設(shè)評價模型,開展模糊綜合評價,結(jié)果為良好,該結(jié)果準確、全面、真實的反映了該廠安全文化建設(shè)的實際情況。最后,根據(jù)T洗煤廠安全文化建設(shè)現(xiàn)狀及評價結(jié)果,找出制約該廠安全生產(chǎn)發(fā)展的主要問題有人為因素、職工的安全意識、安全素養(yǎng)、安全技能水平等該廠安全文化建設(shè)過程中存在的其他問題,針對該廠在安全觀念文化、安全行為文化、安全制度文化、安全物態(tài)文化方面存在的不足與漏洞,提出相應的解決對策,進而完善T洗煤廠安全文化建設(shè)體系,有利于提高該廠的安全文化軟實力以及核心競爭力。
[Abstract]:Safety is the lifeline of the steady development of the coal washing plant, and the construction of safety culture is the main characteristic of realizing the technicalization and modernization of production management and safety management in the coal washing plant. In recent years, although China's coal washing plants have always adhered to the red line consciousness, accidents still occur frequently. How to improve the safety management level of the coal washing plant and improve the construction effect of the safety culture of the coal washing plant is particularly important. Through the research and analysis on the theory of enterprise safety culture of domestic and foreign scholars, taking T coal washing plant as the breakthrough point, the paper makes a thorough analysis and research on the evaluation index of the safety culture construction of coal washing plant, which can be accurately and comprehensively evaluated. In order to improve the level of safety culture construction of domestic coal washing plant, the evaluation system and evaluation model are constructed, and the safety culture construction countermeasures with production characteristics of coal washing plant are put forward. And to other coal preparation plant safety culture construction evaluation research provides certain reference significance. First of all, this paper summarizes the domestic and foreign experts and scholars on the safety culture, enterprise safety culture, coal preparation plant safety culture construction related literature. Secondly, on the basis of a large amount of literature review, the paper studies and determines the elements of evaluation of safety culture construction in T coal washing plant, combined with the actual situation of production and operation of T coal preparation plant. To determine the evaluation system and indicators of the safety culture construction in line with the actual production situation of the plant, and to design a questionnaire that can cover all aspects of the safety culture construction of the plant. Thirdly, according to the results of the questionnaire, Using AHP analysis method and fuzzy comprehensive evaluation model, the evaluation model of safety culture construction in this factory is constructed, and the fuzzy comprehensive evaluation is carried out. The result is good, and the result is accurate and comprehensive. It truly reflects the actual situation of safety culture construction in this plant. Finally, according to the present situation and evaluation results of safety culture construction in T coal washing plant, the author finds out the main problems restricting the development of safety production in this plant, that is, the human factors and the safety consciousness of the workers. Safety literacy, safety skill level and other problems existing in the process of safety culture construction in the plant, aiming at the plant in the safety concept culture, safety behavior culture, safety system culture, safety material culture shortcomings and loopholes, The corresponding countermeasures are put forward to improve the safety culture construction system of T coal washing plant, which is helpful to improve the soft power of safety culture and the core competitiveness of the plant.
