【摘要】：在當前中國社會轉型背景下,運動式治理有其特定價值。文章以廢舊塑料產(chǎn)業(yè)環(huán)境治理為例,從"內"(科層組織體系)與"外"(治理對象所處社會結構)兩方面著手探討它們如何互動以彰顯運動式治理的價值。通過比較第一階段"去問題化"的低效和第二階段"全面取締"的有效環(huán)境治理策略,研究發(fā)現(xiàn):科層組織所面臨的激勵環(huán)境、當?shù)厣鐣a(chǎn)業(yè)結構形態(tài)共同影響政府運動式治理的政策實施過程,這種實踐也會反向形塑科層組織體系與調整當?shù)禺a(chǎn)業(yè)結構,最終影響治理結果走向。即當治理議題處于強政治激勵,且政府治理的方向與社會產(chǎn)業(yè)轉型、民眾認知方向一致時,治理能有效調整當?shù)亟?jīng)濟結構與改善生態(tài)環(huán)境。由此,在社會轉型的復雜環(huán)境下,社會治理應當轉變對象觀以及考慮治理對象所屬的社會環(huán)境,以提升治理成效。
[Abstract]:In the context of the current social transformation in China, sports governance has its specific value. This paper takes the environmental management of waste plastics industry as an example. This paper discusses how to interact between "inside" and "outside" (the social structure of governance objects) in order to demonstrate the value of sport governance. By comparing the inefficiency and the first stage of "deproblemization" in the first stage, the paper discusses how they interact with each other in order to demonstrate the value of sports governance. The effective environmental governance strategy of the two-stage "total ban", It is found that the incentive environment and the form of local social industrial structure together affect the policy implementation process of government's movement-style governance, and this practice will also reverse shape the organization system and adjust the local industrial structure. The final influence on the direction of governance results is that governance can effectively adjust the local economic structure and improve the ecological environment when the governance issues are in a strong political incentive, and when the direction of government governance is in line with the transformation of social industries and the cognitive direction of the people, governance can effectively adjust the local economic structure and improve the ecological environment. In the complex environment of social transformation, social governance should change the object view and consider the social environment to which the governance object belongs, in order to improve the governance effect.
