【摘要】：當前全球經(jīng)濟貿(mào)易格局發(fā)生深刻變化,為保證我國經(jīng)濟發(fā)展和社會安全,實現(xiàn)共同發(fā)展,越來越多的經(jīng)濟貿(mào)易合作基于“一帶一路”展開,在此過程中礦業(yè)全球化也至關重要。中東歐國家在“一帶一路”建設中具有重要的地位和作用,加強中東歐國家礦產(chǎn)勘查開發(fā)投資與合作,對于實現(xiàn)資源優(yōu)勢互補和產(chǎn)能合作,從而實現(xiàn)共同發(fā)展具有重要意義。本文主要從三個層面對中東歐國家礦業(yè)投資環(huán)境進行研究分析:第一個層面是理論層面,介紹了投資環(huán)境和礦業(yè)投資環(huán)境的概念,應用折衷理論和國家利益優(yōu)先取得理論分析礦業(yè)投資的可行性和必要性,并介紹了本文采用的主要方法,即主成分分析法和SPSS分析;第二個層面是定性分析層面,主要從自然環(huán)境、政治法律環(huán)境、經(jīng)濟環(huán)境和社會環(huán)境四個方面分析中東歐國家礦業(yè)投資環(huán)境現(xiàn)狀,并重點分析中東歐國家自然資源及礦業(yè)發(fā)展概況,從而得出礦業(yè)投資環(huán)境的優(yōu)勢和劣勢;第三個層面是定量分析層面,在國內(nèi)外研究基礎上,從自然環(huán)境、政治法律環(huán)境、經(jīng)濟環(huán)境和社會環(huán)境這四個子環(huán)境中選取29個指標構建評價指標體系,從國內(nèi)外權威機構收集數(shù)據(jù)并經(jīng)過標準化處理,通過專家打分法計算各個指標的權重,利用SPSS軟件對四個子環(huán)境進行主成分分析,最后計算出得分并進行了排名,排名依次是:波蘭、立陶宛、愛沙尼亞、斯洛文尼亞、拉托維亞、克羅地亞、捷克、斯洛伐克、羅馬尼亞、保加利亞、匈牙利、阿爾巴尼亞、塞爾維亞、黑山、波黑和馬其頓。本文結果是在本文所建評價指標體系和權重的基礎上計算得出,在進行礦業(yè)投資行為時,優(yōu)先考慮礦業(yè)投資環(huán)境較好的國家,但在實際礦業(yè)投資過程中,除考慮礦業(yè)投資環(huán)境外,還應積極考慮礦種屬性及礦業(yè)市場行情,最大程度降低投資風險。
[Abstract]:The current global economic and trade pattern has undergone profound changes. In order to ensure China's economic development and social security and achieve common development, more and more economic and trade cooperation is based on "Belt and Road". In this process, mining globalization is also very important. Central and Eastern European countries play an important role in the construction of "Belt and Road". Strengthening investment and cooperation in mineral exploration and development of Central and Eastern European countries is of great importance to the realization of complementary resource advantages and cooperation of production capacity. Therefore, it is of great significance to realize the common development. This paper mainly studies and analyzes the mining investment environment of the central and eastern European countries from three aspects: the first level is the theoretical level, the concept of the investment environment and the mining investment environment is introduced. The feasibility and necessity of mining investment are analyzed by eclectic theory and national interest priority theory. The main methods used in this paper are principal component analysis and SPSS analysis, and the second level is qualitative analysis. Mainly from the natural environment, the political and legal environment, the economic environment and the social environment, the paper analyzes the present situation of the mining investment environment in the central and eastern European countries, and emphatically analyzes the natural resources and the development of the mining industry in the central and eastern European countries. Thus, the advantages and disadvantages of the mining investment environment are obtained. The third level is the quantitative analysis level. On the basis of domestic and foreign research, from the natural environment, political and legal environment, In the four sub-environments of economic environment and social environment, 29 indexes are selected to construct the evaluation index system, and the data are collected from domestic and foreign authoritative organizations and standardized, and the weight of each index is calculated by the expert scoring method. The four sub-environments were analyzed by principal component analysis (SPSS) software, and the scores were calculated and ranked in order: Poland, Lithuania, Estonia, Slovenia, Latvia, Croatia, Czech Republic, Slovakia, Poland, Lithuania, Estonia, Slovenia, Latvia, Croatia, Czech Republic, Slovakia. Romania, Bulgaria, Hungary, Albania, Serbia, Montenegro, Bosnia and Herzegovina and Macedonia. Priority should be given to countries with better mining investment environment, but in the actual mining investment process, in addition to considering the mining investment environment, we should also actively consider the mineral properties and mining market prices to minimize the investment risk.
