【摘要】：隨著科技的進步,人類對深海礦產(chǎn)資源的利用已經(jīng)進入"勘探"向"開發(fā)"的過渡階段,世界各主要發(fā)達國家紛紛通過技術(shù)壟斷、規(guī)則制定等方式爭奪深海全球治理的話語權(quán)和影響力。面對深海礦產(chǎn)資源激烈的爭奪局面,我國應(yīng)借助"一帶一路"的有利時機,認清并剖析全球深海治理領(lǐng)域存在的問題,發(fā)揮優(yōu)勢,通過提升對深海的戰(zhàn)略認識、加大技術(shù)研發(fā)力度、拓展調(diào)查領(lǐng)域、加強國際合作等方式,提升我國在全球深海礦產(chǎn)資源領(lǐng)域的影響力和治理能力。
[Abstract]:With the progress of science and technology, the utilization of deep-sea mineral resources has entered the stage of transition from "exploration" to "exploitation", and the major developed countries in the world have monopolized through technology one after another. In the face of the fierce competition for deep-sea mineral resources, China should make use of the favorable opportunity of "Belt and Road" to recognize and analyze the problems existing in the field of global deep-sea governance. By enhancing the strategic understanding of the deep sea, increasing the research and development of technology, expanding the investigation field and strengthening the international cooperation, China's influence and governance ability in the field of global deep-sea mineral resources can be enhanced.
