【摘要】:2016年是國家“十三五規(guī)劃”的開局之年,也是全面推進(jìn)結(jié)構(gòu)性改革的關(guān)鍵一年。在把握內(nèi)外部形勢變化的同時(shí),站在宏觀經(jīng)濟(jì)調(diào)整、社會(huì)深度變革、互通互聯(lián)新時(shí)代的起點(diǎn)上,借助新奧平臺,全面分析自身存在的優(yōu)劣勢,充分利用戰(zhàn)略機(jī)遇,主動(dòng)應(yīng)對各類挑戰(zhàn),從市場出發(fā),以客戶為中心,轉(zhuǎn)變意識,變革行為。以創(chuàng)新的思維與模式,挖掘站點(diǎn)運(yùn)營潛力,以百倍勇氣,克服一切困難,開拓市場。近年來,燃?xì)猱a(chǎn)業(yè)發(fā)展迅速,核心城市具有先天競爭優(yōu)勢,氣源優(yōu)先供應(yīng),用氣單元集中,具有較大的發(fā)展?jié)摿?現(xiàn)如今省會(huì)城市、特區(qū)城市等的燃?xì)忭?xiàng)目大多已經(jīng)瓜分完畢,同時(shí)一些規(guī)模偏小的城市項(xiàng)目也正在成為不同投資者追逐的對象和熱點(diǎn),然而天然氣市場競爭無序,政府監(jiān)管力度較小,大量的無證經(jīng)營的黑加氣站,嚴(yán)重影響了合規(guī)運(yùn)營加氣站的盈利水平。天然氣市場競爭方式主要為價(jià)格戰(zhàn),行業(yè)進(jìn)入門檻低,缺乏規(guī)劃布局,導(dǎo)致加氣站局部過于集中,且多為私人投資建設(shè),價(jià)格競爭嚴(yán)重?cái)_亂了行業(yè)競爭秩序。論文首先綜述了近年來企業(yè)戰(zhàn)略管理理論研究進(jìn)展,隨后通過PESTEL方法對新奧燃?xì)馑幫獠凯h(huán)境(政治環(huán)境、經(jīng)濟(jì)環(huán)境、技術(shù)環(huán)境、社會(huì)文化環(huán)境、自然環(huán)境、法律法規(guī))和內(nèi)部環(huán)境(公司組織結(jié)構(gòu)、產(chǎn)品營銷狀況、人力資源狀況、財(cái)務(wù)狀況、市場營銷狀況)進(jìn)行了分析,接下來通過SWOT分析法分析了新奧燃?xì)馑哂械膬?yōu)勢,內(nèi)部劣勢,外部可能遇到的機(jī)遇與威脅。通過綜合分析,確定了保定新奧燃?xì)鈶?yīng)使用的競爭戰(zhàn)略。最后制定了戰(zhàn)略實(shí)施細(xì)節(jié)進(jìn)行,提出了公司五年發(fā)展規(guī)劃,對每年應(yīng)完成目標(biāo)予以明確。列出了戰(zhàn)略具體實(shí)施過程,及應(yīng)注意規(guī)避的風(fēng)險(xiǎn),對公司急需的人才建設(shè)提出合理化建議,在捉住外部機(jī)遇的同時(shí),保證戰(zhàn)略的順利實(shí)施。
[Abstract]:2016 is national "13th Five-Year plan" at the beginning of the year, and comprehensively promote the key structural reform. To grasp the change of internal and external situation at the same time, standing in the macroeconomic adjustment, social change depth, starting point of interconnection of the new era, with the new Austrian platform, a comprehensive analysis of their advantages and disadvantages, fully the use of the strategic opportunity, take the initiative to deal with various challenges, starting from the market, to the customer as the center, to change the attitude, behavior change. By thinking and model innovation, mining site operation potential, with one hundred times the courage to overcome all difficulties, to open up the market. In recent years, the rapid development of gas industry, the core city has inherent competitive advantage source give priority to the supply, centralized gas unit, it has great potential for development, now the capital city, the city gas projects such as most have carved up, and at the same time, some of the small scale city project is also In a different object to investors and hot, but the natural gas market competition and the government supervision is small, a large number of unlicensed black gas station, seriously affecting the compliance operations station profit levels. Competition of natural gas market is mainly the price war, industry, low barriers to entry, lack of planning, leading to local centralized filling stations, and more for the private investment and construction, price competition has seriously disrupted the order of competition in the industry. The paper first reviews the progress of research on the theory of enterprise strategic management in recent years, followed by the PESTEL method of the new Austrian gas external environment (political environment, economic environment, technology environment, social and cultural environment, natural environment, law (regulations) and the internal environment of the company's organizational structure, product marketing, human resources, finance, marketing) is analyzed, followed by SWOT analysis Analysis of the new Austrian gas has the advantage of internal weaknesses, external opportunities and threats that may be encountered. Through comprehensive analysis, to determine the Baoding Xinao Gas should be used in the competitive strategy. Finally the strategic implementation details, the company's five year development plan, for each year should be clear. The target list the strategy implementation process, and should pay attention to avoid the risk, put forward reasonable suggestions on the construction of talent in urgent need of the company, in the catch of external opportunities at the same time, to ensure the smooth implementation of the strategy.
