【摘要】：我國(guó)優(yōu)勢(shì)礦產(chǎn)資源存在著產(chǎn)能過剩、資源開發(fā)秩序較差等一系列問題。為了規(guī)范優(yōu)勢(shì)礦產(chǎn)資源管理,國(guó)家自上世紀(jì)90年代開始相繼出臺(tái)了一系列優(yōu)勢(shì)礦產(chǎn)資源管理政策,內(nèi)容涉及優(yōu)勢(shì)礦產(chǎn)的資源儲(chǔ)量、開發(fā)利用、進(jìn)出口貿(mào)易等不同環(huán)節(jié)。這些管理政策取得了顯著成效但也存在一些不足。本文梳理了國(guó)家層面的所有優(yōu)勢(shì)礦產(chǎn)資源管理政策,分析了取得的成效,指出了存在的不足,希望能夠?yàn)閲?guó)家優(yōu)勢(shì)礦產(chǎn)資源管理政策的調(diào)整和完善提供參考。
[Abstract]:In order to standardize the management of superior mineral resources, China has a series of problems, such as overcapacity, poor order of exploitation and so on. Since -10s, the country has issued a series of advantageous mineral resource management policies, which involve the resources reserves, exploitation and utilization of the superior mineral resources. Import and export trade and other different links. These management policies have achieved significant results but there are some shortcomings. This paper combed all the national level of the advantages of mineral resources management policies and analyzed the results achieved. This paper points out the shortcomings and hopes to provide a reference for the adjustment and improvement of the national superior mineral resources management policy.
