【摘要】：煤礦生產(chǎn)事故制約著礦井的安全生產(chǎn),長期的研究表明:人的不安全行為是造成煤礦事故發(fā)生的主導(dǎo)因素。論文以張家峁煤礦綜采區(qū)隊的安全管理和危險源辨識為基礎(chǔ),采用實驗測量與量表測量相結(jié)合的方式對員工安全行為能力開展研究,主要得出以下主要結(jié)論:采用風(fēng)險矩陣法,得出了張家峁煤礦綜采區(qū)隊6個主要崗位中存在的危險源共97個,從人-機-環(huán)—管方面對風(fēng)險進行分級分類,并確定了風(fēng)險等級。統(tǒng)計得出人的方面的危險源共72個,機器設(shè)備方面的危險源有11個,環(huán)境方面的危險源有7個,管理方面的危險源有7個;存在重大風(fēng)險的危險源9個,中等風(fēng)險的危險源47個,一般風(fēng)險的危險源41個。同時發(fā)現(xiàn)在預(yù)防煤礦崗位危險源、事故以及保證煤礦安全生產(chǎn)的長效機制上,人的行為能力起主導(dǎo)作用。通過分析影響煤礦員工行為安全能力的影響因素,構(gòu)建了綜采區(qū)隊員工行為安全行為能力測量指標(biāo)體系,采用實驗儀器測量了員工的注意品質(zhì)、反應(yīng)特性、動作機能;采用量表測量了員工的心理機能、業(yè)務(wù)素質(zhì),得出了員工安全行為能力、存在的問題及問題源。同時,提出了張家峁煤礦綜采區(qū)隊員工行為安全管理堅持的兩個基本思想,即風(fēng)險預(yù)控思想和系統(tǒng)管控思想,并建立了張家峁煤礦綜采區(qū)隊員工行為安全管控模型�；趩T工行為安全管控模式,從知識、意識和行為三個方面對員工行為進行管控,提出了適用于張家峁煤礦綜采區(qū)隊的“三簿”、“兩卡”、“一牌板”的崗位危險源閉環(huán)管理,建立了員工崗位安全知識的學(xué)習(xí)與達標(biāo)管理流程等安全知識管控對策;確立了“手指口述”安全確認(rèn)法、工作任務(wù)的自選自查、崗位描述等安全意識管控對策;提出了安全走動式管理、安全互保聯(lián)保等員工工作行為管控對策。
[Abstract]:Restricts the safety production of coal mine accidents in coal mine production, long-term research shows that people's unsafe behaviors are the main factors leading to coal mine accidents. Based on the safety management and hazard identification in Coal Mining District of Zhang Jia Mao, by experimental measurement and measurement method combining research on employee safety behavior mainly, the main conclusions are as follows: using the risk matrix method, the risk source there are 6 main positions of Fully Mechanized Coal Mining District Zhang Jia Mao in a total of 97, from man - machine - environment - tube in risk classification, and to determine the level of risk. The risk source statistics obtained a total of 72 people the dangerous source of machine equipment, there are 11, hazard and environmental aspects of the 7, dangerous source management aspects of the 7 major risk sources of danger; 9, 47 medium risk risk source, risk 41. At the same time that the dangerous source in the prevention of coal mine accidents and ensure job hazard, long-term mechanism of coal mine safety production, human behavior ability plays a leading role. Through the analysis of the influencing factors affecting the behavior of coal mine staff safety capability, construction work safety team behavior measurement index system of full mechanized mining capacity, pay attention to quality, staff the experiment instrument was used to measure the response characteristics of action; the scale of psychological function, staff to measure the service quality, the employee safety behavior, source problems and problems. At the same time, put forward two basic thoughts of Zhang ICBC team safety management of coal mine fully mechanized Mao insisted on, namely, risk control thought and thought control system, and the establishment of Zhang Jia Mao coal miners behavior safety control model. Fully mechanized mining team management, employee behavior based safety from knowledge, consciousness and behavior three A hand to control the behavior of employees, put forward suitable for fully mechanized coal mining district of Zhang Jia Mao "book three", "two cards", "post hazard closed-loop management of a board", set up a staff job safety knowledge learning and compliance management process safety control measures; and established the "finger oral" safety confirmation, task self self-examination, job description and other safety control countermeasure; puts forward the safety management by walking around, such as employee behavior safety mutual UNPROFOR control countermeasures.
