【摘要】：小微企業(yè)是市場(chǎng)經(jīng)濟(jì)的重要組成部分。生產(chǎn)成本上漲是近期小微企業(yè)生產(chǎn)經(jīng)營(yíng)過(guò)程中面臨的最廣泛的問(wèn)題。經(jīng)數(shù)據(jù)統(tǒng)計(jì)分析,小微企業(yè)生產(chǎn)經(jīng)營(yíng)成本高主要由用工成本、政府稅收、融資成本、物流成本、制度性交易成本、創(chuàng)新支出等幾方面成本居高不下決定。"降成本"是當(dāng)前國(guó)家供給側(cè)結(jié)構(gòu)性改革的重點(diǎn)內(nèi)容之一,政府應(yīng)從政策層面著力減輕小微企業(yè)負(fù)擔(dān),尤其是減輕小微企業(yè)稅收負(fù)擔(dān)、融資成本,削減制度性交易成本,同時(shí)鼓勵(lì)創(chuàng)新,實(shí)現(xiàn)國(guó)民經(jīng)濟(jì)結(jié)構(gòu)優(yōu)化,使要素資源得到最優(yōu)配置。
[Abstract]:Small and micro enterprises are an important part of market economy. The rising of production cost is the most extensive problem in the process of production and operation of small and micro enterprises in the near future. The high cost of production and operation of small and micro enterprises mainly consists of employment cost, government tax, financing cost, logistics cost and institutional transaction cost. Innovation expenditure and other aspects of high costs. "cost reduction" is one of the key elements of the current supply-side structural reform, the government should focus on reducing the burden on small and micro enterprises from the policy level. Especially, the tax burden, financing cost, institutional transaction cost of small and micro enterprises should be reduced, innovation should be encouraged, the structure of national economy should be optimized, and the factor resources could be allocated optimally.
