【摘要】：如何提升能源資源利用效率是促進(jìn)經(jīng)濟(jì)、社會(huì)與生態(tài)環(huán)境協(xié)調(diào)發(fā)展所必須考慮的基本問題。本文以油氣資源為例,運(yùn)用DEA方法及脫鉤模型評價(jià)我國能源利用效率及其與經(jīng)濟(jì)增長之間的關(guān)系,并據(jù)此提出提升我國能源效率的對策建議。研究表明,我國各省油氣利用效率差別較大,空間分布不均衡,東部沿海省份油氣資源利用效率明顯高于中西部地區(qū),且其時(shí)間演變特征并未呈現(xiàn)顯著的好轉(zhuǎn)跡象。進(jìn)一步分析發(fā)現(xiàn),我國大部分省區(qū)受制于粗放式的經(jīng)濟(jì)發(fā)展方式,資源浪費(fèi)嚴(yán)重,油氣資源利用效率與經(jīng)濟(jì)增長相對脫鉤。因此,我國資源利用效率的提升需要系統(tǒng)性的解決方案。一方面需要針對資產(chǎn)管理、責(zé)任成本控制等關(guān)鍵環(huán)節(jié)進(jìn)行規(guī)范提升,另一方面則需要推進(jìn)一體化發(fā)展戰(zhàn)略進(jìn)一步提升國際市場競爭力。此外,嘗試探索非傳統(tǒng)能源資源的開發(fā)利用也是一項(xiàng)重要補(bǔ)充。
[Abstract]:How to improve the efficiency of energy resources utilization is the basic problem that must be considered to promote the coordinated development of economy, society and ecological environment. This paper takes oil and gas resources as an example. The DEA method and decoupling model are used to evaluate the relationship between energy use efficiency and economic growth in China, and the countermeasures and suggestions for improving energy efficiency in China are put forward. The oil and gas utilization efficiency of each province in China is quite different and the spatial distribution is not balanced. The utilization efficiency of oil and gas resources in the eastern coastal provinces is obviously higher than that in the central and western regions. Further analysis shows that most provinces and regions in China are constrained by extensive economic development mode, and the waste of resources is serious. The utilization efficiency of oil and gas resources is relatively decoupled from economic growth. Therefore, the improvement of resource utilization efficiency in China needs a systematic solution. On the one hand, it needs to be aimed at asset management. Responsibility cost control and other key links to regulate the promotion, on the other hand, need to promote integrated development strategy to further enhance the competitiveness of the international market. It is also an important supplement to try to explore the development and utilization of non-traditional energy resources.
