技術的快速發(fā)展、人民生活水平的提高等導致電子垃圾成為世界上增長最快的垃圾,其處理處置不當可能對環(huán)境和人類健康造成巨大的有害影響。電子垃圾的循環(huán)利用是電子廢棄物管理及處理處置的最佳方法。但其循環(huán)利用過程受知識產(chǎn)權的限制。本研究以加納電子垃圾回收者為研究對象,采用文獻調(diào)研、實地調(diào)查、數(shù)據(jù)統(tǒng)計分析等方法,討論加納回收者對知識產(chǎn)權的認知及知識產(chǎn)權對電子廢棄物回收的影響。加納電子垃圾回收從業(yè)人員主要是男性,受教育程度不高;大多數(shù)人不知道電子垃圾循環(huán)利用中的知識產(chǎn)權問題,絕大部分也不清楚本國的知識產(chǎn)權法,知識產(chǎn)權信息的獲取主要源于媒體和教育。加納電子垃圾回收絕大部分都是非正規(guī)的;循環(huán)再利用的電子垃圾主要包括手機、冰箱、電視和電腦;回收活動主要包括清洗、分類,修復、翻新、焚燒以獲得有價金屬;知識產(chǎn)權在許多方面對電子廢物的回收產(chǎn)生了影響,如無法獲得某些用于修理和翻新的零件等;建議確保加納電子垃圾無沖突回收。論文研究有助于認識加納電子垃圾回收的現(xiàn)狀,提高加納電子垃回收從業(yè)者及民眾對知識產(chǎn)權的認識,對國際電子垃圾回收管理具有一定的意義。
