【摘要】：技術(shù)創(chuàng)新在經(jīng)濟(jì)全球化和競(jìng)爭(zhēng)加劇的環(huán)境下成為經(jīng)濟(jì)增長(zhǎng)的主要?jiǎng)恿�。企業(yè)是技術(shù)創(chuàng)新的主體，，而在所有創(chuàng)新主體中，中小企業(yè)是技術(shù)創(chuàng)新的一個(gè)重要組成部分，在促進(jìn)技術(shù)進(jìn)步、帶動(dòng)經(jīng)濟(jì)增長(zhǎng)、提升企業(yè)競(jìng)爭(zhēng)力、降低失業(yè)率等方面起著非常重要的作用。但是，隨著技術(shù)創(chuàng)新的發(fā)展及市場(chǎng)競(jìng)爭(zhēng)的加劇，技術(shù)創(chuàng)新的不確定性、復(fù)雜性增加，對(duì)中小企業(yè)技術(shù)研究難度提出了更高的要求，其面臨的技術(shù)創(chuàng)新風(fēng)險(xiǎn)也隨之增大。加之中小企業(yè)技術(shù)創(chuàng)新的資源（資金、人才、設(shè)備、技術(shù)和其他資源等）不足，獲取外部資源的能力較弱，對(duì)技術(shù)創(chuàng)新的知識(shí)產(chǎn)權(quán)保護(hù)能力不足，對(duì)技術(shù)創(chuàng)新風(fēng)險(xiǎn)的防御能力較弱，創(chuàng)新機(jī)制的不健全，管理能力的薄弱等阻礙因素的存在，致使憑借單個(gè)企業(yè)的資源和能力已經(jīng)很難在市場(chǎng)競(jìng)爭(zhēng)中獲取競(jìng)爭(zhēng)優(yōu)勢(shì)，保證其核心競(jìng)爭(zhēng)力。此外，由于技術(shù)創(chuàng)新聯(lián)盟的創(chuàng)新資源豐厚，近年來(lái)越來(lái)越受到我國(guó)政府和理論界的關(guān)注和研究，但是技術(shù)創(chuàng)新聯(lián)盟內(nèi)的共享資源在各創(chuàng)新主體間的分布不均現(xiàn)象日益明顯，也限制了其競(jìng)爭(zhēng)優(yōu)勢(shì)的發(fā)揮，而在技術(shù)創(chuàng)新聯(lián)盟內(nèi)各創(chuàng)新主體間的協(xié)同創(chuàng)新正是解決上述問(wèn)題的好方式。技術(shù)創(chuàng)新聯(lián)盟的協(xié)同創(chuàng)新，一方面能夠避免創(chuàng)新過(guò)程中的資源投資重復(fù)問(wèn)題；另一方面能夠?qū)崿F(xiàn)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟各成員的利益最優(yōu)化，提高企業(yè)的研發(fā)效率，實(shí)現(xiàn)單個(gè)參與者所無(wú)法實(shí)現(xiàn)的整體效應(yīng)。而作為技術(shù)創(chuàng)新聯(lián)盟內(nèi)的一個(gè)重要組成部分的中小企業(yè)，通過(guò)其與各創(chuàng)新主體之間的協(xié)同，可以有效解決中小企業(yè)在技術(shù)創(chuàng)新過(guò)程中面臨的資金、人才、信息等資源的匱乏及應(yīng)對(duì)外部日益激烈變化的市場(chǎng)環(huán)境等問(wèn)題，有效地提高中小企業(yè)技術(shù)創(chuàng)新的效率，迅速實(shí)現(xiàn)技術(shù)創(chuàng)新成果轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力的目標(biāo)，通過(guò)各創(chuàng)新主體間的協(xié)同，最終實(shí)現(xiàn)整體協(xié)同效應(yīng)，即“1+12”的協(xié)同效應(yīng)，實(shí)現(xiàn)技術(shù)創(chuàng)新聯(lián)盟整體創(chuàng)新能力的提升。 在理論界和企業(yè)界中，關(guān)于中小企業(yè)技術(shù)創(chuàng)新因素的研究一直是重點(diǎn)研究的問(wèn)題。本文所要解決的問(wèn)題是：在技術(shù)創(chuàng)新聯(lián)盟內(nèi)中小企業(yè)協(xié)同創(chuàng)新的形成和發(fā)展過(guò)程中，分析出其協(xié)同創(chuàng)新的阻礙因素和促進(jìn)因素。本文在對(duì)中小企業(yè)理論和協(xié)同學(xué)理論研究的基礎(chǔ)上，對(duì)國(guó)內(nèi)外中小企業(yè)協(xié)同創(chuàng)新進(jìn)行全面的總結(jié)歸納，并對(duì)技術(shù)創(chuàng)新聯(lián)盟內(nèi)中小企業(yè)協(xié)同創(chuàng)新影響因素進(jìn)行分析。首先，通過(guò)大量文獻(xiàn)研究，闡述了中小企業(yè)理論和協(xié)同創(chuàng)新理論，并且對(duì)技術(shù)創(chuàng)新聯(lián)盟、本文的中小企業(yè)及技術(shù)創(chuàng)新聯(lián)盟內(nèi)中小企業(yè)協(xié)同創(chuàng)新的概念進(jìn)行界定；其次，在文獻(xiàn)研究的基礎(chǔ)上，對(duì)技術(shù)創(chuàng)新聯(lián)盟內(nèi)中小企業(yè)協(xié)同創(chuàng)新的因素進(jìn)行分析，并通過(guò)建立解釋結(jié)構(gòu)模型將協(xié)同創(chuàng)新影響因素分為四個(gè)層次，在此基礎(chǔ)上，通過(guò)建立研究模型和提出研究假設(shè)，運(yùn)用問(wèn)卷調(diào)查法并結(jié)合統(tǒng)計(jì)分析方法對(duì)技術(shù)創(chuàng)新聯(lián)盟內(nèi)中小企業(yè)協(xié)同創(chuàng)新影響因素與協(xié)同創(chuàng)新程度之間的關(guān)系進(jìn)行實(shí)證研究，研究出各影響因子對(duì)對(duì)技術(shù)創(chuàng)新聯(lián)盟內(nèi)中小企業(yè)協(xié)同創(chuàng)新程度的作用程度。最后，根據(jù)研究結(jié)論，提出改進(jìn)建議。

The enterprise is the subject of technological innovation, and in all the innovative subjects, the small and medium-sized enterprises are an important part of the technological innovation, and play a very important role in promoting the technological progress, driving the economic growth, improving the competitiveness of the enterprises and reducing the unemployment rate. However, with the development of technological innovation and the intensification of market competition, the uncertainty of technological innovation and the increase of the complexity, the difficulty of the technology research of the small and medium-sized enterprises has brought forward higher requirements, and the risk of technological innovation is also increased.
