【摘要】：隨著《衛(wèi)生信息化規(guī)劃（2011—2015年）》的深入實施和推進(jìn)，我國已初步進(jìn)入全民醫(yī)保國家行列，全民醫(yī)保產(chǎn)生的大量醫(yī)保檔案，勢必會對醫(yī)保檔案開發(fā)利用工作產(chǎn)生影響。衛(wèi)生信息化作為醫(yī)改的“四梁八柱”之一，為醫(yī)保檔案開發(fā)利用帶來重要機(jī)遇的同時也為其帶來了不小的挑戰(zhàn)，使得現(xiàn)階段的醫(yī)保檔案還不能被充分開發(fā)和利用。因此，本文結(jié)合我國衛(wèi)生信息化的建設(shè)實踐，將醫(yī)保檔案開發(fā)利用放在衛(wèi)生信息化的背景下進(jìn)行研究，重點在于闡明衛(wèi)生信息化與醫(yī)保檔案開發(fā)利用的相關(guān)性，探討衛(wèi)生信息化背景下醫(yī)保檔案開發(fā)利用的現(xiàn)狀和趨勢，分析在此背景下開發(fā)利用醫(yī)保檔案存在的問題，，進(jìn)而以案例形式提出“通過增強(qiáng)重視程度、統(tǒng)一建設(shè)標(biāo)準(zhǔn)促進(jìn)醫(yī)保檔案信息化建設(shè)均衡發(fā)展；通過建設(shè)特色資源數(shù)據(jù)庫、構(gòu)建智能化檢索系統(tǒng)提高醫(yī)保檔案開發(fā)利用技術(shù)水平；通過完善知識產(chǎn)權(quán)立法、加快信息安全立法健全信息開發(fā)利用相關(guān)法律體系；通過增強(qiáng)高校人才培養(yǎng)、完善繼續(xù)教育機(jī)制加強(qiáng)醫(yī)保檔案開發(fā)利用專業(yè)人才培育”的思路和策略。旨在深化認(rèn)識、改進(jìn)實踐，探索促進(jìn)醫(yī)保檔案開發(fā)利用的有效途徑，切實提升醫(yī)保檔案開發(fā)利用工作水平，以更好地適應(yīng)社會發(fā)展需要。
[Abstract]:With the further implementation and promotion of "Health Informatization Program (2011-2015)", our country has initially entered the ranks of national medical insurance for all. A large number of medical insurance files produced by universal health insurance will inevitably have an impact on the development and utilization of medical insurance archives. As one of the "four beams and eight pillars" of medical reform, health information has brought not only important opportunities but also challenges for the development and utilization of medical insurance archives, which makes the current medical insurance archives unable to be fully developed and utilized. Therefore, based on the practice of health information construction in our country, this paper studies the development and utilization of medical insurance archives under the background of health information, with the emphasis on clarifying the correlation between health information and the development and utilization of medical insurance files. This paper probes into the present situation and trend of the development and utilization of medical insurance archives under the background of health information, analyzes the problems existing in the development and utilization of medical insurance archives under this background, and then puts forward in the form of cases, "through strengthening the degree of attention," Unifying the construction standard to promote the balanced development of medical insurance archives information construction; Through constructing characteristic resource database, constructing intelligent retrieval system to improve the technical level of medical insurance file development and utilization, improving intellectual property legislation, speeding up information security legislation, perfecting the relevant legal system of information development and utilization; The train of thought and tactics of strengthening the cultivation of talents in colleges and universities, perfecting the mechanism of continuing education and strengthening the development and utilization of medical insurance files. The aim is to deepen the understanding, improve the practice, explore the effective ways to promote the development and utilization of medical insurance archives, and improve the level of development and utilization of medical insurance archives in order to better meet the needs of social development.
