【摘要】：正河南高校跟隨國家科技事業(yè)發(fā)展的步伐,均相繼出臺(tái)了一系列旨在激勵(lì)科技創(chuàng)新的政策性文件,極大地調(diào)動(dòng)了高�？蒲腥藛T從事發(fā)明創(chuàng)造活動(dòng)的積極性,高�？萍汲晒臄�(shù)量和質(zhì)量均有大幅度提升。本文以知識(shí)產(chǎn)權(quán)法的相關(guān)規(guī)定為依據(jù),分析河南高校科技創(chuàng)新激勵(lì)政策的缺陷與完善,探究這些激勵(lì)政策相對(duì)于知識(shí)產(chǎn)權(quán)法相關(guān)規(guī)定而言有無缺陷、這些缺陷表現(xiàn)在何處以及如何消除這些缺陷。
[Abstract]:Following the pace of the development of national scientific and technological undertakings, Henan colleges and universities have successively issued a series of policy documents aimed at encouraging scientific and technological innovation, which has greatly mobilized the enthusiasm of the scientific research personnel of colleges and universities to engage in invention-creation activities. The quantity and quality of scientific and technological achievements in colleges and universities have been greatly improved. Based on the relevant provisions of intellectual property law, this paper analyzes the defects and perfection of the incentive policies for scientific and technological innovation in Henan colleges and universities, and probes into whether these incentive policies have defects relative to the relevant provisions of intellectual property law. Where and how to eliminate these defects.
