【摘要】：通過大力實施軍民融合戰(zhàn)略,軍工企業(yè)在新一代信息技術(shù)、高端裝備制造、節(jié)能環(huán)保、生物、新能源、新材料、新能源汽車等新興領(lǐng)域進行了大量的投資,但因為軍工企業(yè)的管理體制問題,在民用產(chǎn)業(yè)固定資產(chǎn)投資過程中普遍存在一些問題,如投資決策與項目實際脫離、重點關(guān)注項目的立項過程、忽視項目的后評價等,如何衡量軍民結(jié)合產(chǎn)業(yè)固定資產(chǎn)投資項目是否達到了預(yù)期的投資效益,技術(shù)是否孵化出了具有自主知識產(chǎn)權(quán)的支柱產(chǎn)品,項目投資是否推動了當(dāng)?shù)氐慕?jīng)濟發(fā)展和技術(shù)進步,是新時期軍民結(jié)合產(chǎn)業(yè)投資中需要解決的問題。本文以TJ智能裝備投資建設(shè)項目為例,探討和研究了項目后評價在實際項目建設(shè)中的應(yīng)用。本文對TJ智能裝備投資建設(shè)項目進行了全面的介紹和分析,對項目開展了實施過程評價、經(jīng)濟效益評價、環(huán)境影響評價、社會影響評價、可持續(xù)性影響評價及項目綜合評價,總結(jié)了TJ智能裝備投資建設(shè)項目的經(jīng)驗和教訓(xùn),提煉了軍民結(jié)合產(chǎn)業(yè)化項目后評價過程中應(yīng)重點關(guān)注的關(guān)鍵問題,并給出了對策和建議。通過本文的研究,形成了一套軍民結(jié)合產(chǎn)業(yè)化項目后評價體系和方法,為軍民結(jié)合產(chǎn)業(yè)化項目后評價工作提供參考,促進理論和實踐的有效結(jié)合。
[Abstract]:By vigorously implementing the strategy of military and civil integration, military industry enterprises have made large investments in the new generation of information technology, high-end equipment manufacturing, energy conservation and environmental protection, biology, new energy, new materials, new energy vehicles, and other emerging areas. However, because of the management system of military enterprises, there are some problems in the process of investment in fixed assets of civil industry, such as the separation of investment decision from the actual project, focusing on the process of project establishment and neglecting the post-evaluation of the project, etc. How to measure whether the investment projects in fixed assets of the military-civilian industry have achieved the expected investment benefits, whether the technology has incubated the pillar products with independent intellectual property rights, and whether the investment in the projects has promoted the local economic development and technological progress? It is the problem that needs to be solved in the industry investment of the military and the people in the new period. Taking the investment and construction project of TJ intelligent equipment as an example, this paper discusses and studies the application of post-project evaluation in actual project construction. In this paper, TJ intelligent equipment investment and construction project is comprehensively introduced and analyzed, and the implementation process evaluation, economic benefit evaluation, environmental impact assessment, social impact assessment, sustainability impact assessment and project comprehensive evaluation are carried out. This paper summarizes the experiences and lessons of TJ intelligent equipment investment and construction project, abstracts the key problems that should be paid attention to in the process of post-evaluation of military-civilian integration industrialization project, and puts forward some countermeasures and suggestions. Through the research of this paper, a set of post-evaluation system and method for the industrialization of military and civilian integration is formed, which provides a reference for the post-evaluation of the industrialization of military and civil integration, and promotes the effective combination of theory and practice.
