【摘要】：我國頒布《關(guān)于加快推進現(xiàn)代農(nóng)作物種業(yè)發(fā)展的意見》給種業(yè)的發(fā)展帶來歷史性的機遇。廣西南寧市具有優(yōu)越的自然資源環(huán)境和良好的區(qū)位優(yōu)勢,應該把握好這一機遇,加快發(fā)展蔬菜種子產(chǎn)業(yè)。本文基于對南寧市蔬菜種子產(chǎn)業(yè)現(xiàn)狀的調(diào)查研究,通過SWOT分析提出南寧蔬菜種子產(chǎn)業(yè)發(fā)展戰(zhàn)略和對策。 通過調(diào)查研究發(fā)現(xiàn)南寧蔬菜種子產(chǎn)業(yè)“育繁推一體化”蔬菜種子企業(yè)開始出現(xiàn)；.企業(yè)重視種子產(chǎn)品的宣傳、銷售推廣與售后服務(wù),并建立銷售網(wǎng)絡(luò)；企業(yè)的品牌意識、產(chǎn)權(quán)保護意識均有所提高；經(jīng)營的蔬菜種子種類較多。但是也存在著蔬菜種子企業(yè)規(guī)模小,競爭力不強；育種與繁種投入過少；企業(yè)的育種成果保護力度不強；種子行業(yè)協(xié)會的功能沒有充分發(fā)揮等問題。 通過SWOT分析,提出南寧市蔬菜種子產(chǎn)業(yè)應采取增長型戰(zhàn)略與多種經(jīng)營相結(jié)合的發(fā)展戰(zhàn)略,建議制定增長型戰(zhàn)略、合作型戰(zhàn)略和后防御型略等三個層次的發(fā)展戰(zhàn)略。增長型戰(zhàn)略包括強化種質(zhì)資源收集、鑒定與育種材料創(chuàng)新等應用基礎(chǔ)性研究,為規(guī)模開展商業(yè)化育種打好基礎(chǔ)；調(diào)動人才積極性,有針對性地選育新品種和開發(fā)具有特色優(yōu)勢品種；積極開拓新市場,特別是東盟國家的市場。合作型戰(zhàn)略包括降低蔬菜種子企業(yè)經(jīng)營成本,加強企業(yè)品牌效應建設(shè),深化制度改革建立穩(wěn)定市場秩序；積極與國內(nèi)外實力較強的育種科研機構(gòu)和企業(yè)合作,提升經(jīng)營品種的競爭力。防御型戰(zhàn)略即并購戰(zhàn)略,鼓勵有一定實力的蔬菜種子企業(yè)兼并弱小的企業(yè),增強實力,提高企業(yè)競爭力。 結(jié)合南寧市蔬菜種業(yè)的現(xiàn)狀和發(fā)展方向,提出可采取以下措施來促進南寧蔬菜種子產(chǎn)業(yè)的發(fā)展。強化種業(yè)作為基礎(chǔ)性和公益性產(chǎn)業(yè)的地位；加強蔬菜種業(yè)創(chuàng)新人才培養(yǎng)；鼓勵蔬菜種子企業(yè)建立商業(yè)化育種體系,充分合理利用自然資源和本土種質(zhì)資源優(yōu)勢,大力研發(fā)特色優(yōu)勢品種；通過政策扶持,鼓勵種子企業(yè)兼并重組,提高蔬菜種子企業(yè)的整體競爭力；充分發(fā)揮種子行業(yè)協(xié)會作用；加強蔬菜新品種的審定(登記),切實保護知識產(chǎn)權(quán)和品種育成者的利益；加強育種領(lǐng)域的國際科技合作交流,鼓勵蔬菜種業(yè)積極開拓國際市場等。
[Abstract]:Our country promulgates "opinions on speeding up the development of modern crop seed industry", which brings historic opportunity to the development of seed industry. Nanning city of Guangxi has superior natural resources environment and good location advantage, so we should grasp this opportunity and speed up the development of vegetable seed industry. Based on the investigation and study of the present situation of vegetable seed industry in Nanning, this paper puts forward the development strategy and countermeasures of Nanning vegetable seed industry through SWOT analysis. Through investigation and research, it is found that the vegetable seed enterprises in Nanning are beginning to develop. Enterprises attach importance to the promotion of seed products, sales promotion and after-sales service, and establish a sales network; the brand awareness of enterprises, the awareness of property rights protection have been improved; there are many kinds of vegetable seeds in operation. However, there are also some problems such as small scale of vegetable seed enterprises, weak competitiveness, too little investment in breeding and breeding, weak protection of breeding achievements in enterprises, and insufficient function of seed industry associations. Through SWOT analysis, this paper puts forward the development strategy of combining growth strategy with diversified management in the vegetable seed industry of Nanning, and suggests three levels of development strategy: growth strategy, cooperative strategy and post defensive strategy. The growth strategy includes strengthening the collection of germplasm resources, identification and innovation of breeding materials, laying a good foundation for commercial breeding on a large scale, and arousing the enthusiasm of talents. New varieties should be selected and developed with special advantages, and new markets, especially those in ASEAN countries, should be actively explored. The cooperative strategy includes reducing the operating cost of vegetable seed enterprises, strengthening the construction of enterprise brand effect, deepening system reform and establishing stable market order, actively cooperating with strong breeding scientific research institutions and enterprises at home and abroad. Improve the competitiveness of business varieties. Defensive strategy is M & A strategy, which encourages vegetable seed enterprises with certain strength to annex weak enterprises, to enhance their strength and to improve their competitiveness. Combined with the present situation and development direction of vegetable seed industry in Nanning, the following measures can be taken to promote the development of vegetable seed industry in Nanning. To strengthen the status of seed industry as a basic and public welfare industry, to strengthen the cultivation of innovative talents in vegetable seed industry, to encourage vegetable seed enterprises to establish a commercial breeding system, and to make full use of the advantages of natural resources and native germplasm resources, Vigorously research and development of characteristic superior varieties; through policy support, encourage seed enterprises to merge and reorganize, improve the overall competitiveness of vegetable seed enterprises, give full play to the role of seed industry association; To strengthen the examination and approval of new vegetable varieties, to protect the intellectual property rights and the interests of cultivators, to strengthen the international scientific and technological cooperation in breeding, and to encourage the vegetable seed industry to actively open up the international market, etc.
