【摘要】：伴隨著知識(shí)經(jīng)濟(jì)的深入發(fā)展，知識(shí)產(chǎn)權(quán)日益成為實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)、內(nèi)生增長(zhǎng)發(fā)展方式的關(guān)鍵因素；知識(shí)產(chǎn)權(quán)戰(zhàn)略已經(jīng)成為我國(guó)繼科教興國(guó)戰(zhàn)略、人才強(qiáng)國(guó)戰(zhàn)略之后的又一重大發(fā)展戰(zhàn)略。 在當(dāng)前和今后很長(zhǎng)一個(gè)階段，建設(shè)天津北部經(jīng)濟(jì)中心是北辰區(qū)發(fā)展的方向和目標(biāo)。為實(shí)現(xiàn)這一目標(biāo)，北辰區(qū)面臨著提高科技創(chuàng)新水平，加快科技創(chuàng)新發(fā)展步伐，促使知識(shí)、技術(shù)與經(jīng)濟(jì)密切結(jié)合，實(shí)現(xiàn)經(jīng)濟(jì)快速發(fā)展的偉大使命；面臨著增進(jìn)科技型中小企業(yè)集群發(fā)展，培育科技小巨人領(lǐng)軍企業(yè)，進(jìn)而增強(qiáng)企業(yè)競(jìng)爭(zhēng)力，打造“殺手锏”產(chǎn)品的重要任務(wù)。因此，推進(jìn)實(shí)施“北辰區(qū)知識(shí)產(chǎn)權(quán)發(fā)展戰(zhàn)略”，能夠?yàn)槿嫣嵘灾鲃?chuàng)新能力，切實(shí)轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)方式，促進(jìn)新型城區(qū)建設(shè)，實(shí)現(xiàn)科學(xué)發(fā)展、和諧發(fā)展、率先發(fā)展，提供強(qiáng)有力的支撐。 全文共分七章，第一章是引言，主要提出本文要研究的問題，論述了研究背景、研究意義以及本文的研究方法。第二章到第六章是論文的主體部分，其中，第二章對(duì)國(guó)內(nèi)外關(guān)于知識(shí)產(chǎn)權(quán)戰(zhàn)略的研究現(xiàn)狀進(jìn)行了闡述，并明確區(qū)域知識(shí)產(chǎn)權(quán)戰(zhàn)略的概念；第三章確定了為達(dá)到建設(shè)北部經(jīng)濟(jì)中心而實(shí)施的知識(shí)產(chǎn)權(quán)戰(zhàn)略目標(biāo)，對(duì)目標(biāo)進(jìn)行了分解；第四章和第五章是本論文的重點(diǎn)章節(jié)，第四章運(yùn)用SWOT分析了北辰區(qū)知識(shí)產(chǎn)權(quán)工作的現(xiàn)狀和問題；第五章在第四章的基礎(chǔ)上，針對(duì)設(shè)定的目標(biāo)提出戰(zhàn)略實(shí)施推進(jìn)方案，，從五個(gè)方面構(gòu)建完整的知識(shí)產(chǎn)權(quán)戰(zhàn)略體系。第六章運(yùn)用績(jī)效管理理論對(duì)北辰區(qū)的知識(shí)產(chǎn)權(quán)工作設(shè)計(jì)了一套完整的績(jī)效評(píng)價(jià)體系。第七章是結(jié)束語及展望。
[Abstract]:With the further development of knowledge economy, intellectual property has become the key factor to realize innovation and endogenous growth, and intellectual property strategy has become the strategy of revitalizing the country through science and education.Another major development strategy after the strategy of strengthening the country by talents.At present and in a long period in the future, the construction of Tianjin northern economic center is the development direction and goal of Beichen district.In order to achieve this goal, Beichen District is faced with the great mission of improving the level of scientific and technological innovation, speeding up the development of scientific and technological innovation, promoting the close integration of knowledge, technology and economy, and realizing the rapid economic development.Facing the important task of promoting the development of small and medium-sized scientific and technological enterprises, cultivating small scientific and technological giants and leading enterprises, thus enhancing the competitiveness of enterprises and creating "killer mace" products.Therefore, to promote the implementation of the "Beichen District intellectual property Development Strategy," can comprehensively enhance the ability of independent innovation, effectively change the mode of economic growth, promote the construction of new urban areas, achieve scientific development, harmonious development, and take the lead in development.Provide strong support.This paper is divided into seven chapters. The first chapter is the introduction, mainly puts forward the problems to be studied in this paper, discusses the research background, research significance and the research methods of this paper.Chapter two to chapter six is the main part of the thesis, among which, the second chapter expounds the current research situation of intellectual property strategy at home and abroad, and clarifies the concept of regional intellectual property strategy;The third chapter defines the strategic objectives of intellectual property rights in order to achieve the construction of the northern economic center, and decomposes the objectives; the fourth and fifth chapters are the key chapters of this paper.The fourth chapter uses SWOT to analyze the current situation and problems of the intellectual property work in Beichen District, and the fifth chapter, based on the fourth chapter, puts forward a strategic implementation plan for the set goals, and constructs a complete intellectual property strategic system from five aspects.Chapter six designs a complete performance evaluation system for the intellectual property work of Beichen District by using the theory of performance management.Chapter seven is the conclusion and prospect.
