【摘要】：在加快建設(shè)知識產(chǎn)權(quán)強國的大背景下,構(gòu)建知識產(chǎn)權(quán)大保護工作格局,有必要把握四大原則、確保三大重點、構(gòu)建四級體系。進一步培育知識產(chǎn)權(quán)保護意識,營造尊重知識產(chǎn)權(quán)的社會氛圍;建立健全知識產(chǎn)權(quán)多元化糾紛解決機制,發(fā)揮調(diào)解、仲裁等糾紛解決途徑的功能和行政執(zhí)法保護短平快的優(yōu)勢,充分吸納和化解大部分知識產(chǎn)權(quán)糾紛,確保司法作為最后一道防線主導(dǎo)作用的發(fā)揮;同時,深化知識產(chǎn)權(quán)保護的區(qū)域協(xié)作和國際合作,從而實現(xiàn)知識產(chǎn)權(quán)保護統(tǒng)一、協(xié)調(diào)、順暢、高效。
